Primary objective
Provide high-level strategic direction and leadership to the plant biosecurity and product integrity programs that reduce the
impact of plant pests on the NT economy, environment or community and protect market access for NT producers. As Chief
Inspector of Plant Health for the NT under the Plant Health Act 2008 provide strategic leadership, legislative and policy
reform and Territory wide leadership of national responses to plant pest incursions.
Key duties and responsibilities
1. Lead and manage the Plant Biosecurity Branch to achieve outcomes consistent with the Northern Territory Government
and Department of Agriculture and Fisheries (DAF) strategic directions.
2. Function as the Chief Inspector of Plant Health to provide strategic and scientific leadership in biosecurity legislation
policy and administration as it relates to plants pest and diseases.
3. As the Chief Plant Health Officer, NT, exercise overall leadership and accountability for the scientific strategies and
their implementation in response to emergency plant pest and disease incursions.
4. Represent the Northern Territory at national forums and committees concerned with setting the national plant
biosecurity strategic directions and policies, management and prevention programs and incursion responses.
5. Provide expert level advice to the DAF Executive and government on plant biosecurity matters.
6. Ensure appropriate biosecurity risk strategies and policies are in place to effectively manage the prevention,
surveillance, emergency preparedness and response capability relating to plant industries.
Selection criteria
Essential
1. Demonstrated team leadership, financial and human resource management at Director or Senior Manager level.
2. Demonstrated ability to lead and manage plant biosecurity programs including emergency responses to underpin a
strong NT biosecurity system.
3. Proven ability to use legislative powers and minimise legal risks in biosecurity programs, preferably plant biosecurity.
4. Proven high-level written and verbal communication and interpersonal skills.
5. Demonstrated ability to actively participate in and contribute to the national plant biosecurity strategic direction and
policy development as a representative of the Northern Territory.
6. Demonstrated high-level technical knowledge and understanding of plant production systems and the principles of
market access for domestic and international markets.
Desirable
1. Tertiary qualifications within the relevant field are highly desirable.
2. Demonstrated initiative creativity and sound judgement in sensitive and confidential issues.
3. Knowledge of strategic and business planning techniques and program management.
