Responsibilities:

The Chief Project Officer, Redevelopment & Major Projects is responsible/accountable for developing, leading and implementing the Redevelopment and Major Projects, including overseeing the planning processes, establishing guiding principles, overseeing clinical and facilities design and construction and generally ensuring the vision established for the Project is met.
Duties include the planning, deployment, and evaluation of related physical, financial and human resources, in support of the strategic and operational needs of the Fraser Health Authority (FH) and making decisions involving the redevelopment on behalf of FH.
Project scope includes a new tower at the SMH site.

Responsibilities:

  • Responsible for effective and timely discharge of the Authority’s responsibilities as set out in the Project Agreement; responsible for the quality and management of project planning for the Project; oversees and directs the planning of programs/services and the planning of construction processes; ensure appropriate project management plan in developed, maintained and implemented.
  • Approves all requests for scope changes; consults with the partners and senior executives on such decisions; oversees and coordinates the development and reporting of building specifications, service and program requirements, equipment specifications, information systems and technology requirement to support the Project.
  • Ensures effective interface with User Groups and other FH professionals to deliver effective input into all stages of the Project; ensures all legal, financial and operational activities are consistent and compatible with Fraser Health requirements.
  • Supports the Vice President in the procurement of a private partner to deliver the Project; leads assigned resources in the development of best practice clinical plans for the new facilities in order to maximize their clinical functionality; contributes to and reviews the Project-led design development process for the facility; develops operational plans for clinical service delivery within the new facilities; develops and implements commissioning and move-in plans for new and existing clinical and clinical support programs.
  • Establish appropriate human resource plan for the project; recruits, selects and hires staff and leads the redevelopment team to ensure that the team is appropriately organized and managed to achieve project goals in a efficient manner; identifies resourcing requirements, takes necessary action to secure required resources and ensures resources are appropriately organized and managed; establishes and monitors delivery of work targets for Project team members.
  • Reports on project interdependencies, risks and issues identified by working groups; oversees compliance obligations and applicable legal issues and standards with respect to procurement, design, construction, accreditation, environmental and occupational health & safety issues.
  • Works with Directors and assigned resources to resolve interdependencies and conflicts; oversees the production of project scoping documents, work plans and milestone plans for the various components of the Project; reports on status and execution of key activities and advises on risks to the organization; ensures a fair, open and transparent process consistent with FH priorities and established parameters.
  • Develops and implements operating and capital budgets including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of financial resources within the objectives, plans and budgets established by FH Senior Executive; proactively manages project risks and issues in order to support project progress; reports on the status and execution of key activities, budget status and advises on key risks and issues.
  • Oversees the management of financial resources to meet initiatives, goals, targets of the strategic and operating plans; ensure short and long term planning occurs to effectively plan and implement both operating and capital expenditures; initiates current and future program/service adjustments; provides overall leadership, direction and supervision of assigned team members.
  • Acts as FH’s key point of contact with construction partners on procurement issues through designated leads; negotiates resolution of disputes with construction partners as needed; ensures appropriate reporting and governance mechanisms are in place for the Project Steering Committee.
  • Ensures the recruitment and professional development of employees; responsible for overseeing and as required, participating in the management of human resource matters.
  • Works with FH Communication & Public Affairs department to support stakeholder communication, consultation and involvement.
  • Acts as day-to-day contact with the Ministry of Health Services; participates on various internal and external committees as a representative of FH, as required.

Qualifications:
Masters Degree in Business Administration or a related field, supplemented with ten (10) to fifteen (15) years’ recent related experience in progressively more complex and senior management/leadership roles in a large complex health care organization including five (5) years’ relevant experience as a Deputy/Chief Project Officer managing large, complex capital projects, or an equivalent combination of education, training and experience.
