Location: Olympia, WA. Full-time Hybrid schedule on a remote team – the incumbent is required to be in the office one day a month.

THE OPPORTUNITY (PROGRAM SPECIALIST 3):

The Early Learning Eligibility and Provider Division is looking for a public service-oriented individual to coordinate quality assurance processes for multiple grant award and incentive programs in support of DCYF efforts to develop and implement an enduring, comprehensive and interconnected early learning system for children and families. You will also provide extensive technical assistance and expertise to grantees of multiple grant award and incentive programs. Some of what you will do:

  • Maintain an understanding of the grant and incentive guidelines, including application process and allowable expenditures.
  • Coordinate and execute quality assurance efforts, ensuring processes are followed.
  • Implement the receipt monitoring process and all documentation.
  • Draft notifications and responses to early learning professionals.
  • Create and maintain a system of files (both paper and electronic) documenting open and closed monitoring cases, following all with record retention rules.
  • Attend regularly scheduled meetings for the purpose of sharing information with agency financial services staff.
  • Create internal updates and reports when necessary.
  • Provide timely response and technical assistance to clients to reduce barriers in accessing and maintaining grant awards.
  • Coordinate outreach and technical assistance to grantees during the grant review and receipt collection.
  • Draft grant-related correspondence and messaging to grantees, partners and the public.
  • Receive grant applications submitted manually and input into designated database, system, or spreadsheet
  • Monitor incoming grant applications and check for completeness, eligibility, and identify any barriers to approval.

Six years of professional experience in a combination of the following:

  • Coordinating, implementing, applying, or analyzing administrative rules, policies, or processes.
  • Writing formal or legal notifications or administrative procedures.
  • Providing technical support and quality assurance support
  • Program or project coordination.
  • Program monitoring and audit.

OR

Bachelor’s Degree in public policy, business administration, public administration, English, or a related field, AND two years of professional experience in a combination of the following:

  • Coordinating, implementing, applying, or analyzing administrative rules, policies, or processes.
  • Writing formal or legal notifications or administrative procedures.
  • Providing technical support and quality assurance support.
  • Program or project coordination.
  • Program monitoring and audit.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.
Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

In addition to those required qualifications, our ideal applicant will also have some or all of the following abilities:

  • Knowledge of government administrative procedures, including contracting.
