JOB SUMMARY

This position exists to oversee and maintain the fiscal activities of the Child Support Enforcement program. This position prepares and submits the federal quarterly Child Support financial reports for approval by the Department of Human Services’ (DHS) Manager of Social Service Fiscal Operations and the appropriate federal agency. This position is responsible to ensure that activities in these programs are accurately accounted for, properly reported and requirements of the funding sources are fulfilled within SWIFT (Statewide Integrated Financial Tools) in accordance with applicable laws, rules, regulations, and DHS policies and procedures.

Must meet one of the following:
One (1) year of professional accounting or auditing experience OR Three (3) years advanced technical or paraprofessional accounting or auditing experience; OR A Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, and Two (2) years of advanced technical or paraprofessional accounting or auditing experience.

PREFERRED QUALIFICATIONS

  • Functional knowledge of SWIFT, the DHS chart of accounts, account structure, budgets, programs, grants, and organizational structure.
  • Experience with General Ledger reconciliation.
  • Proficient with MS office suite; particularly Excel.
  • Experience with the PRISM issuance system.
  • Experience with federal grant reporting and electronic federal reporting systems.
  • Variety of experiences working effectively with others from different backgrounds and cultures.

RESPONSIBILITIES INCLUDE BUT MAY NOT BE LIMITED TO:

  • Establish and develop accounting systems and procedures for fiscal administration, accounting and financial reporting of the fiscal activity collected and paid by the PRISM Child Support system.
  • Prepare expenditure and revenue budgets for federal and state appropriations required to account for Child Support program expenditures and collections activity.
  • Oversee and manage cash balances in federal appropriation accounts related to Child Support using project ID codes mandated by the Cash Management Improvement Act (CMIA) agreement.
  • Oversee and manage Child Support federal reporting and Program Management System reporting.
  • Prepare federal fiscal reporting, provide financial analysis of data results, review reports with DHS management, secure approvals and submit to the proper agency.
  • Provide ongoing customer and technical assistance on issues related to Child Support expenditures and collections.
  • Assist the Economic Support Unit Supervisor or Manager of Social Service Fiscal Operations with assigned high priority and time sensitive projects, including data retrieval, analysis, developing alternatives, and implementing approved recommendations.
