QUALIFICATIONS

Education and Experience:

  • Registration or eligibility to be registered as a Professional Engineer with EGBC
  • Bachelor’s degree in Civil Engineering
  • Minimum of 8 years of proven experience in transportation engineering including planning and design of rapid transit projects and experience within the City of Vancouver or knowledge of City departments would be an asset
  • Considerable proven experience in project or program management and transportation engineering.
  • Demonstrated knowledge in the practices, design theories and best practice relating to rapid transit projects.

Knowledge, Skills and Abilities:

  • Proven knowledge of processes and procedures relating to the planning and design of rapid transit as well as other City transportation facilities.
  • Proven knowledge of the organization structure of Engineering as well as other city departments.
  • Sound knowledge of current transportation engineering design principles and methods.
  • Ability to read and interpret complex engineering plans and specifications
  • Strong knowledge and experience with design software such as AutoCAD as well as other software such as Word, Excel and Power Point
  • Supervisory skills in motivating, assigning and coaching employees, prioritizing projects and working under tight timelines.
  • Considerable knowledge and background using design guidelines such as the Manual of Uniform Traffic Control Devices, TAC Geometric Design Guide for Canadian Roads
  • Familiarity of the City’s procurement policies, SAP, budget development and tracking and contract management.
  • Ability to build and maintain effective relationships with co-workers, stakeholders and external transportation partners
  • Strong written/verbal communication skills and ability to speak and make presentations to City Council, stakeholders and the public
  • Ability to prepare technical presentations and reports on complex design issues.
  • Demonstrated skill in establishing and maintaining good working relationships with internal and external stakeholder groups/partners.
  • Sound knowledge of the City’s transportation networks for all travel modes.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. Responsibilities:

MAIN PURPOSE AND FUNCTION

Reporting to the Branch Manager of the Transit Integration and Projects, the Senior Rapid Transit Planning Engineer leads the City’s involvement in the engineering work related to rapid transit implementation, design and construction in the City of Vancouver. This position will lead the planning and business case development phases of rapid transit projects but could also assist in other elements as well. This will involve liaising with TransLink and the Province’s design consultant and facilitating the progression of designs related to Rapid Transit alignment, tunneling, station design and interface with the street design and curbside management. This position will also lead the development of conceptual geometrics and facilitate the completion of final street designs in areas that are affected by Rapid Transit Construction. The Senior Engineer will laisse with other City Engineering departments such as Transportation Branches, Sewer and Water Design, Streets Design to identify conflicts with city infrastructure and facilitate designs for necessary changes as part of the construction.
The position works in collaboration with TransLink and its consultants, with adjacent municipalities, First Nations Communities and the University of British Columbia, and works to build relationships/partnerships with key agencies and senior levels of government including Transport Canada, Ministry of Transportation and Infrastructure, Partnerships BC, and CMBC. The Senior Engineering also works with other key partners at Vancouver Coastal Health, BC Road Safety, MoTI, Transport Canada, Port Metro Vancouver, BC Trucking Association, Vancouver Taxi Association, Charter/Tour Bus Companies, Tourism Vancouver, municipalities, residents and businesses.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Coordinate City of Vancouver’s input into the planning of Rapid Transit Projects including reviewing designs completing designs for transportation facilities affected by the project and identifying points to connect with other city design departments.
  • Connect with other City departments to highlight potential impacts, design and construction requirements for other infrastructure or facilities.
  • Coordinate the City of Vancouver’s input into the alignment and station conceptual design and implementation of future rapid transit expansion such as those identified in TransLink’s long range plans.
  • Ensure that design of the rapid transit lines integrates with the City street network and surrounding communities.
  • Coordinate the City of Vancouver’s input into the construction of Rapid Transit Projects including connecting with other city departments as required to facilitate construction work.
  • Identify areas of risk that might require potential briefings or direction from the General Manager of Engineering, the City Manager or other key city areas.
  • Oversee the development of strategies to minimize impacts to residents and businesses during the construction process.
  • Coordinate the City of Vancouver’s input into the implementation, project planning, design and construction oversight for expansion to the existing Expo, Millennium and Canada Line SkyTrain stations system.
  • Supervises junior engineers, engineering assistants, field staff and other key project staff throughout the various phases of rapid transit design and construction as the office expands and contracts with project needs.
  • Responsible for performance development planning and management, hiring, attendance management and identifying staffing needs as the projects progress.
  • Facilitate field crews to review construction, and design changes on infrastructure that the City owns and operates. Identify areas of potential sensitivities and risk to businesses and residents.
  • Other duties/responsibilities as assigned
