Description:

DESCRIPTION OF WORK

Position is a hybrid in office/work from home position that serves the DHHS Central Human Resources Office, Classification and Compensation Section, Salary Administration Team. DHHS is a large agency comprised of twelve divisions, twelve facilities and two schools and multiple school settings. This section supports approximately 18,000 positions and approximately 530 different NC OSHR classifications and NC DPI educator classifications subject to § 115C.

Position serves as a Team Lead for the DHHS Classification/Compensation Section, Salary Administration Team. This position will function as a working lead for a team of senior analysts administering salary administration by processing salary request, providing oversight and applying technical and consultative guidance on NC OSHR HR policy and § 115C statute compliance with consistent and accurate salary administration implementation as the goal. The Salary Administrator Team Lead will provide expert support to optimize the Department’s ability to recruit and retain employees in a wide variety of occupational areas including health care, education, administrative and other professional occupations. Job responsibilities include the following:

  • Review hiring packets to ensure compliance with merit-based hiring practices and § 115C statute
  • Review salary recommendations to ensure compliance with NC OSHR salary administration polices, § 115C statute and NC DPI Licensure.
  • Interpret and apply personnel and departmental policies to address issues regarding hiring packages and actions
  • Provide guidance and support to Salary Administrators related to payroll system processes and issues
  • Apply and interpret salary administration policies in researching and analyzing salary data
  • Interpret educator license to apply proper salary placement
  • Serve as a resource for salary exceptions and in evaluating unusual qualifications
  • Consult with management on salary related matters
  • Provide training to agency HR staff on DHHS Classification & Compensation programs, salary administration, NC OSC Integrated Payroll transactions and BOBJ reporting
  • Conduct quality reviews of salary administration activities
  • Apply relevant federal/state rules and regulations during salary determination
  • Apply the state’s human resource information system to monitor employment trends, conduct analysis of wage, organizational management and personnel administration for quality control, trend analysis and effects on wages.
  • Provide support in the areas of salary administration and NC OSC Integrated Payroll System BEACON transaction approvals.

QUALIFIED APPLICANTS MUST POSSESS, AND APPLICATION MUST CLEARLY REFLECT WORK EXPERIENCE THAT DEMONSTRATES THE FOLLOWING:

  • Demonstrated knowledge of the principles and practices of job evaluation and compensation data to prepare clear and concise written reports and findings.
  • Demonstrated experience in implementing, communicating, and administering NC OSHR salary policies and procedures.
  • Demonstrated ability to work collaboratively and build working relationships with stakeholders and customers.
  • Proven ability to communicate effectively verbally and negotiate resolutions to difficult situations.

Management preference will be given to candidates with:

  • Knowledge of the NC OSC Integrated Payroll System OM and PA modules and BOBJ Reporting.
  • Knowledge of NC OSHR Merit Based Recruitment guidelines.
  • Knowledge of administering salary decisions for licensed educators (§ 115C) and NC DPI Licensure requirements as they relate to qualifying licensed educators for teaching positions.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution;
OR
High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources;
OR
equivalent combination or education and experience.
