WHY YOU’LL LOVE THIS POSITION:

The Circuit Court of Clay County, Missouri is seeking qualified applicants for appointment to the position of Circuit Clerk for the Seventh Judicial Circuit. All applications must be delivered to the Presiding Judge of the Circuit Court no later than November 15, 2024. The Court will contact the candidates who will be interviewed. Interviews are expected to occur on November 25th and 26th, 2024 at the Clay County Courthouse 11 S. Water St., Liberty, Missouri 64068.
The primary job function is to manage deputy clerks and perform record keeping duties required under Missouri Law and Missouri Supreme Court Rules. A further detailed job description is set forth below:

DETAILED PRIMARY JOB DESCRIPTION

  • Ensure performance of all record keeping functions required by Missouri law and Supreme Court Rules. See §483.088 through § 483.390 of the Missouri Revised Statutes.
  • Coordinate weekly/daily criminal histories provided to requesting public/outside agencies;
  • Ensure completion of monthly record keeping production goals, reconcile with staff or problem solve, each end of the month cycle;
  • Manage all personnel including, recruiting, hiring, promotions and discipline;
  • Remain knowledgeable regarding policy and procedure of both state and county HR departments by reading updates, conferences with Office of State Courts Administrators (“OSCA”) and implement, train and review policies for supervisors and staff;
  • Monitor, adhere and train employees regarding FMLA, ADA, EEOC and MHRA policies.
  • Maintain or perform regular employee training and cross training regarding OSCA, Clay County, State and Federal regulations. Budget, review and approve outside training requests or conferences for staff;
  • Monitor/enforce attendance and personal leave policies;
  • Perform annual reviews of supervisors and oversee supervisor annual reviews of deputy clerks. Conduct staff recognition and incentives to improve performance and moral;
  • Communicate, and foster relationships, with both county and state HR departments with regard to employee benefits;
  • Conduct all employee discipline and termination proceedings, employee personnel file reporting, and OSCA HR or Clay County HR (for supervised county employees) reporting;
  • Monitor and approve all financial spending when related to the budget, and insure the security and protection of all monies or deposits received and held by the Circuit Court.
  • Prepare annual budget assessment and submission to Clay County. Assist Presiding Judge regarding budget requirements;
  • Attend County Commission budget hearings related to the Circuit Court and coordinate with Presiding Judge;
  • Enter and approve purchasing in the Clay County purchasing/accounting software or EDEN system. Review purchasing patterns for the department and assist with budget compliance with Presiding Judge;
  • Respond to all requests of the Presiding Judge and implement directives of the Presiding Judge or the Court en banc;
  • Direct and supervise compliance with the processes for recording of judgments, pleadings, fines, deposits and disbursements of monies, or other records under the supervision of the Court;
  • Respond to individual Judge or Division requests related to staffing and recording keeping functions under that Division’s supervision;
  • Supervise IT department and staff regarding record keeping, organization and data safeguards as part of Clerk’s records maintenance functions;
  • Prepare weekly benchmark report to aid staff in approving their performance and identify and correct undue delays in the record keeping and case administration process;
  • Conduct regular management staff team meetings to set an examine annual goals (with a minimum of 2 annual meetings) to set, examine and meet team goals.
  • Conduct management staff or team special project meetings semi-weekly;
