For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Minimum Qualifications for Climate Policy Analyst 1, SG-18 Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.For eligibility under 70.4 transfer or 55b/c, employees must meet the minimum qualifications below. MINIMUM QUALIFICATIONSClimate Policy Analyst Trainee 1: A bachelor’s degree or higher in atmospheric science, biology, chemistry, coastal resources management, communications, ecology, economics, ecosystem management, engineering, environmental health, environmental science, environmental studies, forestry, geography, geology, hydrology, marine science, meteorology, natural resources, natural science, physical science, physics, planning, public administration, public policy, public policy and management, science, technology and society; science & technology; sustainability, transportation planning, wildlife science, or zoology.For Trainee 2 you must also have: One year of professional experience in the establishment of environmental policy; preparing,implementing, or reviewing climate relevant policies, plans, projects, regulations, or environmental impact statements; preparing climate-relevant materials involving environmental matters; or professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues.For the Full Performance Level, you must also have: Two years of professional experience in the establishment of environmental policy; preparing, implementing, or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant materials involving environmental matters; or professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysisof climate change issues; NOTE: A Juris Doctor, master’s or higher level degree in a qualifying field can substitute for one year of professional experience.
The duties that the incumbent of the vacancy will be expected to perform. Duties Description Section OverviewThe Department of Environmental Conservation’s Office of Environmental Justice (OEJ) works to address environmental issues and concerns that affect primarily low income and minority communities through grant opportunities, enforcement of environmental laws and regulations, consultation, guidance, and enhance public participation.A Climate Policy Analyst 1 is needed to assist with the implementation of article 48 of the Environmental Conservation Law. The Climate Policy Analyst will focus on the planning and implementation of programs and projects related to the Permanent Environmental Justice Advisory Group and the Environmental Justice Interagency Coordinating Council, including the drafting of a statewide model environmental justice policy, the coordination of environmental justice coordinators across state government, and the creation and maintenance of an environmental justice clearinghouse. Responsibilities include but are not limited to: • The establishment and facilitation of working groups, advisory groups, councils, and task forces.• The coordination of environmental justice coordinators across state agencies.• Assess the potential for environmental justice initiatives to be incorporated in DEC programs and other opportunities across state government;• Foster communication and education between agencies, municipalities, and organizations;• Develop and implement program policies and procedures;• Prepare and interpret rules and regulations;• May be asked to provide technical assistance and information to consultants, public officials, EJ stakeholders, and the public;• Collect data, review alternatives, and perform qualitative or quantitative policy analyses;• Write technical or programmatic reports;• Develop, implement, analyze, and evaluate programs;• Assist with the development of environmental public information campaigns including workshops, public meetings, and other outreach events;• May be tasked with creating and maintaining mapping, including use of Tableau, R, and/or GIS, and the development of materials for public and internal use; • Assist other staff on additional program areas as outlined by the section lead or program director.• May assist with programmatic work under the Office of Environmental Justice including, but not limited to grants development, public outreach and education, projects and programs related to the 2022 Bond Act and polices and rules related to the Climate Leadership and Community Protection Act. • Reporting on and making recommendations, based on your own investigations, environmental impact analysis, pollution prevention, and research. • Collect data, review alternatives, and perform qualitative or quantitative policy analyses• Write technical or programmatic reports• Develop, implement, analyze, and evaluate programs• Develop and implement expenditure plans, procure external funding sources, collect and forecast the impact of funding and/or organizational change efforts• Assist other staff on additional program areas as outlined by the director.PREFERRED Qualifications: responsibility for development and implementation of program policies and procedures; preparing and interpretation of rules and regulations; development, preparation and management of procurement (solicitation) documents, contracts and/or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding and/or organizational change efforts; assisting with the development of environmental public information campaigns.
