Description:

At Allegheny County Department of Human Services (ACDHS), our mission is to improve the
welfare of the County’s most vulnerable residents. We operate, influence, and fund essential
services worth over $1 billion that more than 200,000 residents depend on each year, including
treatment for mental health and addiction, homeless housing, and child and older adult protective
services. Over the past 20 years, we have built a national reputation for being on the cutting edge
of state and local governments using analytics and technology to deliver more effective and
efficient public services. Above all, we are convinced that there remain significant opportunities
for data and technology to improve the lives of our clients.
We are seeking an experienced Cloud Infrastructure Lead to design, implement, and manage
scalable, secure, and efficient hybrid cloud solutions. This role contributes to ensuring
infrastructure reliability, driving automation, maintaining compliance, and fostering
collaboration between technical teams and stakeholders to achieve ACDHS goals.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrated ability to design and implement scalable and secure cloud architectures.
  • Proven ability to manage hybrid cloud environments, including on-premises systems and

public clouds.

  • Strong hands-on experience with container orchestration, networking (e.g., VNet, load

balancing), storage solutions, and automation tools.

  • Proficiency in Infrastructure-as-Code tools (e.g., Terraform, ARM templates) and CI/CD

pipelines.

  • Familiarity with monitoring and troubleshooting tools for cloud environments.
  • Strong communication skills to bridge technical and non-technical stakeholders.
  • Proactive problem-solving and collaborative mindset.

EDUCATION/EXPERIENCE REQUIREMENTS

  • 6+ years in cloud infrastructure roles, with a blend of architecture and engineering

experience.

  • Relevant certifications (e.g., Azure Solutions Architect Expert, Oracle Cloud

Infrastructure Architect Professional) are preferred.

Responsibilities:

  • Design and deploy scalable, secure, and cost-effective cloud and hybrid infrastructure

solutions.

  • Create and maintain architectural blueprints for hybrid systems, ensuring alignment with

evolving organizational needs.

  • Collaborate with the CIO and IT teams to develop roadmap for cloud migrations and

hybrid integrations, ensuring alignment with ACDHS workflows and standards of

reliability.

  • Ensure compliance with frameworks like HIPAA and NIST through robust policies and

practices.

  • Build, deploy, and manage cloud infrastructure using tools like Terraform, ARM

templates, and PowerShell.

  • Configure and maintain services, including virtual machines, Kubernetes clusters, and

storage solutions.

  • Develop and optimize CI/CD pipelines for infrastructure deployments, ensuring readiness

for application workflows managed by the application team.

  • Troubleshoot infrastructure issues and provide advanced-level support, collaborating with

the application team as needed.

  • Research and recommend new tools and technologies to improve performance,

scalability, and cost-effectiveness.

  • Conduct regular reviews of infrastructure to ensure alignment with ACDHS goals and

operational efficiency.

  • Work closely with the Infrastructure Manager to ensure the successful execution of

strategic goals.

  • Contribute to cross-functional initiatives and support evolving organizational needs as

required.
