The City of Salem is the second largest City in the State of Oregon, located in the heart Willamette Valley, and is the capital city of Oregon with a population over 170,000. A full-service City, Salem has eight primary departments:
Community Services, Finance, Fire, Enterprise Services, Legal, Police, Public Works, and Community Planning and Development Department. Several departments also have functional divisions within their department. The city has five labor unions and employs roughly 1,350 talented and dedicated staff members. The Urban Renewal Agency and the Salem Housing Authority are separate municipal corporations. The Agency contracts with the City for services and the Authority is led by the Housing Administrator within the Urban Development department.

Responsibilities:

WHAT YOU WILL DO:

This is a position requires start to finish case management through the goal of voluntary compliance with city codes. The Code Enforcement 1 or 2 will conduct field inspections, investigate complaints of Salem Revised Code violations; research and interpret information using a variety of databases; initiate and following-up through formal enforcement actions, and document your findings for use in possible litigation.
You will spend each day operating from your computer connected mobile office instead of sitting at a desk, devoting much of your day speaking to people, creating operating relationships, and spend a good part of your day outside.

ADDITIONAL INFORMATION ON JOB RESPONSIBILITIES:

  • Conduct inspections of properties, including complex inspections and investigations of significant violations to ensure compliance with codes.
  • Politely introduce and establish authority and trust to citizens at their homes or businesses.
  • Educate property owners and the public on the City of Salem code requirements.
  • Issue citations or complex enforcement notices of violation as necessary.
  • Prepare and issue infraction notices and criminal citations when violations are observed.
  • Respond to public inquiries and complaints.
  • Prepare and present cases for hearings to the Municipal Court or Hearings Officer, including testifying as needed.
  • Document findings and prepare reports on violations and photographs all activities to support your case.
  • Collaborate with other departments (e.g. public health, law enforcement, and other agencies) as needed.

Salary range for Code Enforcement Officer, 1: $22.92 - $27.78 hourly
Salary range for Code Enforcement Officer, 2: $31.32 - $38.32 hourly
