JOB SUMMARY
Salary Pending Review
Reporting to the Deputy Chief, the Commander of Fleet and Logistics leads and is accountable for the the fleet management and logistics planning functions of the Region’s EMS services, including general oversight of the professionl fleet and logstics team. The Commander of Fleet and Logistics has oversight of the management, execution and direction of all activities connected with the replacement, maintenance, repair and assignment of vehicles and equipment in the EMS fleet in compliance with Ministry of Health and Long-Term Care (MOHLTC) and other legislated mandates for the provision of Ambulance Services. This role also leads the logistics planning function for the Service including oversight of the timely and effective deployment of resources, supply chain and inventory management. Project management, relationship management and keen business acumen including in lean management and continuous quality improvement is expected.
Education
- University degree in Business, Health Services or a related field
- Formal training/certification in process improvement or a related field of study (i.e. Lean, Six Sigma)
- IMS 200 certification
- Project management certification is considered an asset
KNOWLEDGE
- Minimum of 5 years’ experience in a leadership role
- Minimum of 5 years’ experience in a fleet and/or logistics services environment preferably within the healthcare sector
- Experience with budget planning both operational and capitol
- Sound knowledge and understanding of the principles and practices of high-performance paramedic services systems and the requirements of the Ambulance Act combined with considerable experience in initiating, leading and implementing proactive and progressive change in order to redesign/improve business processes, policies and strategies
- Advanced knowledge of financial and business management, property/fleet management, quality assurance, process improvement and information technology
- Knowledge of the Health & Safety Act, all applicable Acts and Regulations regarding Emergency Health Services in Ontario, and Regulations and Standards specific to EMS vehicles and equipment in Ontario
- Comprehensive knowledge and experience with software programs including: Microsoft Suite, fleet monitoring, project management, inventory management, scheduling and financial
SPECIAL REQUIREMENTS
- This role is required to participate in the Duty Officer rotation where after hours (evening, overnight and weekend) response is required including at times, responding to incidents in the community. Incidences may be dangerous and/or critical; this role will be relied upon to provide leadership and guidance to staff.
- Ministry of Health Emergency Health Services Identification Card
- In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
- Must possess and maintain a valid and unrestricted Class G driver’s license for the class of the vehicle operate; Class F driver’s license is preferred.
- Must maintain ability to travel in a timely manner to other work locations or sites as authorized by the Corporation for business reasons.
- Hold and maintain a valid cardiopulmonary resuscitation certificate to the Basic Rescuer level and Standard First Aid at the time of employment
- Vaccine: Influenza Shot – Preferred
- Fluency in French is considered an asset

Responsibilities:
Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (20%)

- Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
- Ensures alignment and coordination of activity and quality of output between teams under their direction
- Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
- Ensures staff has the information and resources to make successful plans and decisions.
- Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
- Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
- Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
