Description:

LEGAL AUTHORIZATION TO WORK:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education Requirement: Graduation from an accredited four (4) year college or university with a major in agriculture.
Specialized Experience: Three and one-half (3-1/2) years of progressively responsible work experience which involved performing or supervising work related to inspection of a variety of agricultural products for certification of quality and condition and/or for the enforcement of standardization rules and regulations; and/or study of existing agricultural marketing operations, facilities, systems, and practices to advise on possible improvements, and to solve marketing problems.
The experience must have provided the applicant with knowledge of marketing operations for a variety of agricultural commodities and commodity characteristics for grading purposes. Knowledge of market operations involves the process and operations from the farm-to-the-market, and includes knowledge of the distribution systems; operational procedures and techniques employed at the various facilities; commodity processing and preparation for market; packaging, labeling and export requirements; and grading and certification standards, practices and techniques. Knowledge of commodity characteristics for grading include the basic characteristic of agricultural products, unique product characteristics that may affect eating and keeping qualities, effect of disease and insect damage, and physiological defects.
The experience must have also demonstrated ability to conduct laboratory analysis of commercial feed and agricultural products; inspect and enforce regulations and standards; prepare written reports; speak clearly and effectively; solve problems; relate effectively to farmers, wholesalers and others; and perform algebraic computations.
Examples of work inspecting a ‘variety of agricultural products” would be inspection of two or more of the types of commodities listed as follows: (1) fresh fruits and vegetables, (2) eggs, (3) processed foods, (4) commercial feeds, (5) flowers and foliage, or (6) related categories.
Examples of qualifying work experience are work as: (1) an agricultural commodities inspector or supervisor; and (2) a commodities marketing specialist, gathering information and advising on improvements to marketing practices, systems, facilities, and related elements.
Supervisory Experience: One (1) year of work experience which involved supervising others performing agricultural inspection and marketing work as described above.
In addition to a comprehensive knowledge of the subject matter area, the experience must have provided applicants with knowledge of and demonstrated ability to apply supervisory principles, practices, techniques and methods including: (1) planning, organizing, scheduling, and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult work problems; (4) training and developing subordinates; and (5) evaluating their work performance.
Managerial or Consultative Experience: One (1) year of work experience as described below which is comparable in difficulty, depth, and scope to the Agricultural Commodity Marketing Specialist VI in the State service
OR
Two (2) years of work experience as described below which is comparable in difficulty, depth and scope to the Agricultural Commodity Marketing Specialist V in the State service:
A. Experience in the field of agricultural marketing and/or inspection as described above which included active participation in and major responsibility for the development, management, execution and coordination of policies, activities and programs.
Such experience must have provided applicants’ knowledge of and demonstrated ability to plan, organize, coordinate, and direct the work of others; evaluate and resolve difficult marketing problems; plan broad program goals and objectives; develop and implement methods of evaluating program effectiveness; prepare and execute budgets including manpower, materials and equipment; develop and execute policies, rules, regulations and procedures; advise and consult with marketing experts and leaders; and analyze and review reports, publications and programs prepared by assistants for soundness and accuracy.
B. Experience in a program of agricultural commodities marketing and/or inspection as a subject-matter specialist, staff consultant, or advisor to administrators in the formulation and development of policies, program plans, and operations; the development of new and revised standards, grades, procedures, methods, technology, handbooks, manuals, and other guides and procedures; the recommendation and development of legislative, executive, scientific, professional and technical action and support; and similar consultative work.
Such experience must have provided knowledge of and demonstrated ability to plan, organize, coordinate and direct the work of others; formulate and develop policies, program plans, and operations; develop standards, guides and procedures; solve complex problems; advise and consult with leaders in the marketing field; analyze and review complex and highly technical reports and publications prepared by support staff.

Responsibilities:

Plans, organizes, coordinates and directs the statewide agricultural commodities program; cooperates with other governmental jurisdictions, industry, trade, cooperatives, professional and scientific organizations, and others in the development and implementation of statewide standardization, regulatory, enforcement and developmental programs; assists in the negotiations, development and implementation of cooperative agreements between industry and the military for procurement of agricultural commodities; renders highly technical and specialized decisions on the movement and sale of agricultural commodities or other matters of economic significance or controversy; and performs other related duties as assigned.
