KNOWLEDGE, SKILLS & ABILITIES:

  • Thorough knowledge of communications principles, practices, methods, materials and techniques.
  • Considerable knowledge of writing techniques, graphic arts, photography and print production.
  • Considerable knowledge of the news and advertising media.
  • Ability to develop, coordinate, implement and evaluate communications plans, programs, and activities.
  • Ability to provide technical advice and guidance on the methods and materials used in developing communications strategies.
  • Ability to coordinate the design, production and dissemination of marketing publications and media messages and to administer related contracts.
  • Ability to develop and implement concepts and themes and to research, write, produce and disseminate a variety of promotional, informational and publicity material.
  • Ability to identify potentially contentious issues and escalate them to a superior.
  • Ability to oversee the work of staff and consultants engaged in communication activities.
  • Ability to communicate effectively orally and in writing, with fluency in both Chinese and English languages.
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts.
  • Ability to successfully clear a Police Information Check.

QUALIFICATIONS AND EXPERIENCE:

  • Minimum of two (2) years of communications experience.
  • Degree or diploma in communications, marketing or public relations or an equivalent combination of education and experience.
  • Fluency in oral and written Cantonese, Mandarin (both simplified and traditional), and English is required.
  • Class 5 Driver’s Licence for the Province of British Columbia.

Responsibilities:

  • Evaluates, develops and implements external and internal corporate communications strategies to fulfill Council’s Strategic Plan, corporate programs and objectives, which are focused on the City’s Chinese community.
  • Works with City staff and Council to build connections with local Chinese groups and stakeholders by establishing relationships, and recommending strategies to address potential issues.
  • Monitors Chinese media coverage and social media sites, and provides timely analysis as required; provides consultation to city staff and Council on issues of significance, and provides related recommendations.
  • Coordinates, writes, edits, develops and publishes a variety of Chinese-language communications and engagement materials; interprets and translates materials as required.
  • Performs market research relative to target audience.
  • Supports the Director on key issues, and acts as City spokesperson on key issues to local Chinese media; responds to Chinese media requests as required.
  • Performs related work as required.
