Now is your opportunity to work for the Saint Paul Police Department! We are looking for talented career-changer individuals with no experience in law enforcement to join our team as law enforcement trainees. The Intensive Comprehensive Peace Officer Education and Training (ICPOET) Program is designed to help you earn a full-time salary and benefits while attending school to obtain your licensure to become an SPPD Police Officer.
Here’s how the program works:
- Candidates must have a two- or four-year regionally accredited college degree in any field of study. No law enforcement training or experience is required. POST eligible applicants do not qualify for ICPOET.
- This position is a full-time position with a starting wage of $25.45 per hour plus health insurance, and paid vacation and sick time.
- Law enforcement trainees will be paid to attend 40 hours a week of college coursework and training for approximately 22 weeks. After the coursework is completed, the trainees will take the licensing exam for police officers.
- The education coursework will be completed at Hennepin Technical College in Brooklyn Park, MN or Alexandria Technical and Community College in Alexandria, MN. In addition to earning a wage, all course fees and equipment are provided and paid for by the SPPD.
- Upon completion of the education program, trainees must attain POST licensure eligibility before attending the SPPD Police Academy to become a sworn police officer at the City of St. Paul.
Timeline for ICPOET program:
- November 2024: SPPD Interviews
- December 2024 to January 2025: SPPD Background investigations for top candidates
- January 2025: SPPD Physical, drug screen, and psychological exams
- February and March of 2025: Candidates hired by SPPD at the end of February and classes begin at Alexandria Tech (March) or Hennepin Tech (March)

POSITION REQUIREMENTS
- Must have a two- or four-year regionally accredited college degree in any field of study. No prior law enforcement training or experience is required.
- Must NOT have completed a MN Skills program or taken the MN POST or reciprocity exam.Must attend and maintain passing grades and complete all course work associated with the ICPOET program
- a full- time professional peace officer education program in Alexandria, MN or Brooklyn Park, MN. Enrollment must be maintained throughout employment until the date of graduation from the program.
- Must possess and maintain a valid Minnesota Class D Driver’s license or equivalent out of state driver’s license. Must have no felony convictions; including pardons and/or expungements, no criminal convictions of gross misdemeanor or equivalent level, no physical assault, domestic assault, or eluding the police convictions.
