Community Service Offcr
Community Service Officers are non-sworn employees of the Oshkosh Police Department. Community Service Officers perform a variety of field-work in support of basic police operations and functions. Community Service Officers are representatives of the City of Oshkosh and the State of Wisconsin and, as such, are governed by the highest legal and ethical standards. Their philosophy must be one of dedication to public service, setting aside personal interests for the common good.
Community Service Officers are under the direct supervision of the assigned 1st shift Patrol Sergeant; however they are routinely directed by the on-duty shift supervisor. The primary responsibilities of Community Service Officers are responding to calls for service, directing traffic, enforcing parking regulations, documenting minor parking lot crashes, investigating animal complaints, investigating tree and shrub complaints/violations, and recovering found property. Community Service Officers also routinely assist at the Oshkosh Police Department Customer Service Desk by answering telephones, assisting walk-in customers, assisting Police Officers, and entering calls for service.

REQUIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • High School diploma or equivalent
  • Current enrollment in any Bachelor’s or Associate’s Degree program at a university or technical college.
  • At least eighteen years of age.
  • Possess a valid Driver’s License. Driving status in Wisconsin cannot be revoked or suspended.

Necessary Knowledge, Skills and Abilities:

  • Thorough knowledge of department rules, regulations and procedures. Thorough knowledge of State Statutes and City Ordinances; especially those pertaining to common traffic laws and procedures.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Ability to follow oral and written instructions.
  • Ability to work, make decisions, and carry through assigned tasks to completion without close supervision.
  • Ability to maintain effective working relationships with employees, other agencies and the public.
  • Ability to learn city streets and building locations.
  • Ability to become a United States citizen.

Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Respond to calls for service and conduct follow-up on investigations as needed. Primary calls for service include animal complaints, found/recovered property/bikes, tree/shrub violations and other city ordinance violations. Investigate minor vehicle crashes in parking lots. Investigate graffiti incidents. Investigate minor damage to property complaints that are not in progress. Follow up over the telephone to initial investigations. Handle of calls for service considered “informational”. Enforce parking ordinances. (40%)
  • Assist at special events. Assist children at school crossings in the absence of regular Crossing Guards. Direct traffic at accident scenes, fire scenes, construction sites, special events, etc. Deliver reports and other documents to a variety of sources and locations as requested. Promote public relations by providing information, direction and assistance to the public. Constantly strive to promote a positive image of the Oshkosh Police Department through the demonstration of a high standard of service to the public. (25%)
  • Assist at the Oshkosh Police Department Customer Service Desk by answering telephones politely, courteously and professionally. Transfer calls to the appropriate personnel or office, take messages and pass along information as necessary. Provide information and assistance to the public. Accept requests for emergency and non-emergency services from the public. Operate the TIME System terminal, entering and retrieving information. (20%)
  • Complete written reports and documentation as necessary/required. Write Municipal Summons’ and warnings for animal violations and tree/shrub violations. Prepare for court and testify in court honestly, impartially, and convincingly. (5%)
  • Participate in required training to include DAAT (Use of Force), Oleoresin Capsicum (OC) Training, TIME system training, City Ordinance training and at least 40 hours of Telecommunications training. (5%)
  • Provide proper care and maintenance of department equipment. Operate department and Community Service Officer vehicles, including transporting vehicles for repairs or other servicing. Assist other Police Department personnel, including sworn officers and civilian staff, as requested. (5%)
  • Perform other tasks as assigned.
