Get to Know the Opportunity:
We are seeking a service-oriented individual to join our team of experienced workplace solutions-health compliance professionals. While the Compliance Manager will sit within the broader workplace solutions-health compliance team, the role will primarily support our fast-growing Benefitfocus third-party administration business.

Profile Description:

  • Provide effective Compliance oversight support to Benefitfocus operations to ensure compliance with laws, regulations, and internal Voya standards,
  • Partner, collaborate and communicate with Benefitfocus and Voya business partners and risk disciplines to create, deliver and execute holistic compliance monitoring programs that address health and benefit program-related offerings,
  • Analyze and interpret laws and regulations and determine impact on new and existing policies, products, procedures, and services.
  • Partner with legal team to serve as the Benefitfocus contact for all matters related to insurance regulations, including anti-rebating and inducement laws.
  • Effectively communicate regulatory and procedural changes and/or important issues to affected business unit(s), brokers, and third-party administrators (TPAs), and build strong relationships with business partners.
  • Research and manage responses to customer or regulatory inquiries or investigations about compliance issues. Coordinate and respond to exams.
  • Manage audits of products, procedures, and services to meet internal company standards and ensure compliance in all areas.
  • Work closely with other Compliance functions to research and respond to complex complaints, to review advertising material, and to address operational issues.
  • Represent compliance on key project teams and activities, and make recommendations as necessary.
  • Work with the business areas to identify and mitigate risks and update procedures as necessary.
  • Interpret policies and procedures for brokers, TPAs, and business partners to assist in resolving conflicts.
  • Review, evaluate and make recommendations as necessary during projects and new product design.
  • Identify thematic trends, assess risk and drive solutions to address issues, complaints, risk, etc., globally, if necessary.
  • Other duties and projects as assigned.

Knowledge & Experience:

  • Bachelor’s degree or equivalent with work or other educational experience.
  • 3-5 years of regulatory and operations compliance experience in the group and individual insurance markets, broker and TPAs.
  • Demonstrated track record developing effective compliance programs, including policies, training, oversight, monitoring, and auditing.
  • Extensive knowledge of workplace-related health and benefit programs and consumer-directed health accounts, and applicable federal and state regulations, including Affordable Care Act, Internal Revenue Code, ERISA, COBRA, and HIPAA, as well as other areas that impact group benefits and consumer-directed health accounts.
  • Strong verbal and written communication skills and strong interpersonal skills.
  • Demonstrated leadership and problem-solving skills.
  • Proven ability to manage high volumes under tight deadlines while maintaining accuracy and minimizing risk to the company.
  • Proven ability to prioritize assignments and maintain and/or exceed established processing timeframes.
  • Consistently works with business leaders and compliance team with reliable results under minimal supervision.
  • Demonstrated and proven leadership showing an ability to work across other lines of business and/or departments for Continuous Improvement opportunities and to develop and implement risk mitigation activities.
  • Takes ownership of issues throughout the resolution process. Gathers necessary information to assess each situation.
  • Confirms next steps and deadlines to ensure consistent follow-through and follow-up as needed; keeps customers informed of progress.
  • Takes responsibility for errors and applies new knowledge to next situation.
  • Identifies barriers to positive customer experiences, suggests ways to make things easier.
  • Uses data to implement process improvements.
  • Ability to exercise judgment, initiative and discretion in confidential and sensitive matters.
  • Computer literacy and proficiency (Microsoft Office products).
  • Strong organizational skills.
  • Skills in managing details with speed and accuracy.

The below annual base salary range reflects the expected hiring range(s) for this position in the location(s) listed. In addition to base salary, Voya offers incentive opportunities (i.e., annual cash incentives, sales incentives, and/or long-term incentives) based on the role to reward the achievement of annual performance objectives. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Voya Financial is willing to pay at the time of this posting.
Actual compensation offered may vary from the posted salary range based upon the candidate’s geographic location, work experience, education, licensure requirements and/or skill level and will be finalized at the time of offer. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
