Compliance Monitoring Manager

We are looking for Compliance Monitoring Manager who would be responsible for all matters related to SCM department’s compliance monitoring functions, and he / she will be responsible for the development, administration, implementation, and maintenance of an effective compliance management system.
The Compliance Monitoring Manager is also responsible to ensure that the activities of the Jazeera Airways are in compliance with the applicable Kuwait DGCA requirements, all conditions and restrictions of AOC and company policies & procedures, IOSA SARPs and any additional requirements are met.

REQUIREMENTS AND QUALIFICATIONS:

• Bachelor’s degree in Engineering from aeronautical, mechanical, electrical, electronic, avionics, industrial, or other studies relevant to the aviation.
• Has at least 5 years of maintenance experience on aircraft with recent experience in the same category and class of aircraft as used by the company;
• Has at least 5 years of experience of quality / compliance monitoring management at the time of appointment as Compliance Monitoring Manager;
• Demonstrate relevant knowledge to the Kuwait DGCA regulations and requirements, contents of company AOC, operations specifications, the provision of the regulations and the IOSA / ICAO Standard and Recommended Practices (Annexes and relevant documents) and the standards necessary to carry out his duties and responsibilities to ensure compliance, safety, security and efficiency;
• Comprehensive knowledge of the EASA / KCASR Part 145, Part M, MOE, CAME, and any associated requirement and procedure;
• Auditing techniques training and root cause analysis methodologies training.
• Inter-personal, communications and managerial skill with an ability to liaise effectively at all levels of the organization.
• Has completed an audit Management, Audit Technique, SMS, AVSEC, and Human Factor trainings.
• Knowledge of MS Office.

• Ensure that the activities of Jazeera Airways are monitored for compliance with the applicable requirements and any additional requirements as established by the organization, and that these activities are carried out properly under the supervision of the nominated persons;
• Ensure the company systems, standards, and policies are in accordance with international and DGCA requirements and periodically reviewed to ensure it remains relevant and appropriate to the company policies.
• Ensure that the approved continuing airworthiness management organization continues to meet the KCASR 8 Part M requirements, and monitor compliance with:
• The adequacy of, procedures required to ensure airworthy aircraft.
• All M.A. Subpart G activities are being performed in accordance with the approved procedures, and;
• All contracted maintenance is carried out in accordance with the contract.
• Ensure that the approved line maintenance and any maintenance contracted to another maintenance organization continues to meet the KCASR 8 Part 145 requirements, and monitor compliance all functions specified in KCASR 8 Part 145 Maintenance Organization Approval.
• Issue /renewal/cancellation of KCASR Part-145 C/S - S/S individual authorisation;
• Develop and maintain the yearly training program that ensures all personnel in the Compliance Division are trained and competent to perform their duties.
• Attend, as appropriate, Operational Management Committee meetings or incident / accident investigations committees.
