Description:

POSITION SUMMARY

Reporting to the Manager, Water & Wastewater, the Compliance Officer, Water & Wastewater is responsible for implementing and maintaining programs and procedures that will minimize the risk of water, wastewater and stormwater employees contravening existing Acts, Regulations, procedures and practices. This position is responsible for the development, implementation and maintenance of all procedures and practices to ensure that operation and maintenance is carried out to provide optimum utilization and protection of water, wastewater and stormwater assets. The Compliance Officer is appointed as the Quality Management System (QMS) Representative as defined in the Drinking Water Quality Management Standard (DWQMS). The position is responsible for the upkeep and refinement of the QMS(s) and required to interface with regulatory authorities, accreditation bodies and internal staff.

3. COMPLIANCE, LEGAL REQUIREMENTS AND AUDITS (20%):

  • Review and evaluate Municipal Drinking Water Licenses (MDWL), Drinking Water Works Permits (DWWP), Permits to Take Water (PTTW) and Environmental Compliance Approvals (ECA) for accuracy, completeness and the impact to existing water, wastewater, and stormwater systems.
  • Prepare submissions for all regulatory approval applications (MDWL and DWWP renewals, ECA amendments, PTTW) including all supporting documentation.
  • Monitor and review existing or new related Federal, Provincial or Municipal legislation (e.g., Safe Drinking Water Act, Ontario Water Resources Act, Health Protection and Promotion Act, etc.) to assess impact on existing systems and contracted sites and ensure compliance.
  • Ensure staff are aware of all applicable legislative and regulatory requirements that pertain to their duties in the operation of the Town systems.
  • Report any non-compliance issues relating to water, wastewater, and stormwater system permits and approvals, monitor corrective actions for conformance with procedures and regulations and maintain associated records.
  • Monitor compliance with existing permits and approvals and conformance with the QMS.
  • Act as the main contact for DWQMS auditors and Ministry inspectors, provide information and assist in the inspection and auditing processes for both.
  • Summarize, tabulate, and report audit/inspection findings internally to management; respond to the non-conformances and revise policies or procedures accordingly.

KNOWLEDGE, SKILLS AND EXPERIENCE

  • Diploma in Engineering, Environmental Science or related discipline.
  • Minimum two (2) years experience with compliance and the development and implementation of QMS and experience with DWQMS or ISO management systems. Technical experience with knowledge of water supply and distribution, wastewater treatment and collection and /or stormwater systems. Operator experience or experience with water, wastewater and/or stormwater systems is considered an asset.
  • Thorough working knowledge of the applicable Acts/Legislation/Regulations, in particular the Safe Drinking Water Act and Regulations, Environmental Protection Act and Regulations, Occupational Health and Safety Act.
  • Ability to read and interpret documents such as legislative acts, equipment specifications, operating and maintenance instructions and procedure manuals, Town policy manual. Ability to analyze complex situations and data to determine potential problems, provide both umbrella and detailed planning and corrective actions, recognize strengths and weaknesses in staff to mitigate potential problems and be proactive. Ability to provide detailed and comprehensive guidance and training in the use of approved practices and procedures.
  • Excellent administrative, communication, interpersonal, organizational, time management, project management, report writing, and public relations skills, together with the ability to use tact and discretion and to deal courteously and effectively with the public and fellow staff members.
  • Ability to multi-task, cope with interruptions and work under pressure to meet multiple deadlines, exercise discretion and good judgment particularly when handling highly confidential/sensitive information. Possess a high level of initiative and personal integrity.
  • Thorough knowledge of Windows and Microsoft Office applications, database management, and office equipment. Knowledge of GIS an asset.
  • Valid Class “G” driver’s license and Driver’s Abstract satisfactory to the Employer. Ability and willingness to travel within the community as required.
  • Possess a current Criminal Record & Judicial Matters Check (Level 2) with results satisfactory to the employer, and a valid standard first aid & CPR/AED Level C certification (or willing to obtain).

Responsibilities:

  • Policies, Processes and Procedures (30%):
  • Administer the QMS by ensuring that processes and procedures needed for the QMS are established, maintained and communicated to staff.
  • Communicate legislative and regulatory changes to staff. Create and/or update processes and procedures, and train staff on requirements to ensure compliance.
  • Prepare/review and implement all standard operation procedures, contingency and emergency plans and maintenance programs to ensure compliance with legislative and Regulatory requirements for the water, wastewater and stormwater units.
  • Facilitate risk assessments, corrective action and continual improvement processes and communicate to staff, as well as liaise with other municipalities and relevant organizations.
  • Develop, implement and evaluate the performance of quality management programs and initiatives.
  • Monitor operational record keeping ensuring compliance.
  • Review operation/plan manuals to ensure they are current and up to date.
