Description:

Project
The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves constructing and operating a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and produce approximately 2.1 million tonnes per year of LNG.
Woodfibre Management Ltd is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.
Position
The Compliance Specialist is an integral part of Woodfibre LNG’s dynamic team. You will assist with the development of and monitor the overall Project regulatory compliance program while contributing towards the Project’s corporate social responsibility commitments. The successful candidate will demonstrate a data centric approach and leverage digital capability for efficiency, accuracy, and transparency to meet Project deliverables and enforce compliance with regulatory and environmental commitments and requirements. The Compliance Specialist will be adept at interfacing with various internal departments and work diligently to ensure appropriate timely responses to investigations and information requests. The successful candidate reports to the Compliance Manager and will play an essential part in supporting the company throughout the lifecycle phases of the Project.
Key Responsibilities

The successful applicant will:

  • Collaborate with a team of compliance specialists within the overall regulatory team.
  • Identify potential areas of compliance vulnerability or risks and provide reports to Compliance Manager and other internal stakeholders.
  • Participate in inspections and audits of compliance programs and assist in proposing any necessary corrective actions.
  • Provides support to identify, develop, coordinate, and implement practices, procedures, and programs to support company compliance with regulatory requirements, to reduce and limit Woodfibre LNG regulatory risk and liability, and to minimize negative impact from company operations to the public, property, or the environment.
  • Maintains working knowledge of regulatory requirements, company practices, procedures and programs and assists with ensuring verification to satisfy those requirements.
  • Lead administration of the Regulatory management of change (MOC) process for compliance validation.
  • Assists in the development, implementation, and continuous improvement of Woodfibre LNG’s compliance management system to track Project regulatory and environmental commitments, including EA commitments, permit commitments, legislative requirements and other commitments made by the company.
  • Oversees the maintenance and effectiveness of the company compliance tracking system.
  • Tracks and maintains the regulatory compliance dashboard and compliance KPIs across departments.
  • Assists in the development and filing of compliance reports consistent with applicable requirements.
  • Assists with the compilation of information from various project departments to expeditiously respond to regulatory agency or external stakeholder information requests or findings and ensures corrective actions are implemented to avoid findings of non-compliance or to ensure the Project is back in compliance as quickly as possible.
  • Assists the Compliance Team to maintain appropriate interfaces with Project and corporate resources including the EPFC contractor – monitoring their participation and compliance with applicable permits, commitments, policies, and procedures.
  • Advises team members on compliance requirements and provides input to other processes including engineering and corporate affairs.

Required Experience

  • University Degree in an environmental discipline (e.g., environmental science, environmental engineering, biology, ecology, marine biology, or natural resource management).
  • At least 5 years’ experience in a compliance role for large natural resource or infrastructure projects in Western Canada, or equivalent project, with a preference towards experience in British Columbia.
  • Experience administering and auditing Environmental Management Systems including those consistent with ISO14001 or similar established industry practices would be an asset.
  • Familiar with typical environmental management plans, community plans and implementation plans to meet Environmental Assessment commitments; familiar with monitoring and reporting requirements as part of successful plan implementation.
  • Experience interpreting and applying provincial and federal Environmental Assessment approvals would be an asset.

Additional Requirements

  • Exceptional research, written and verbal communication skills.
  • Ability to work well under pressure and handle multiple tasks and changing priorities within tight time frames.
  • Expertise with a variety of computer programs (e.g., Office 365, MS teams, MS Visio, MS Project Control, Teams, Adobe Acrobat, DocuSign) and document management systems (e.g., Aconex and iDocs).
  • Proven ability to work collaboratively within a multi-disciplinary and culturally diverse team environment including Indigenous Groups with a cooperative approach.
  • A valid driver’s license and passport.
  • As required, the position is based in Vancouver, BC, with travel to Squamish (site) and others.
  • Must be legally entitled to work in Canada.
