The Department of Families is seeking a knowledgeable and highly skilled leader to fill the position of Comptroller – Community Services and Supports & Policy Programs and Legislation Divisions.

Qualifications:

Essential:

  • Bachelor of Commerce, Business, Economics, or Accounting, combined with completion of a professional accounting designation (CGA, CMA, CPA) with significant work-related experience. An equivalent combination of education, training and extensive experience may also be considered.
  • Extensive experience developing and implementing financial management practices to assure the security and proper use of funds, through grant accountability, contract management, budgeting activity and comptrollership.
  • Experience translating strategic priorities into clear operational plans and using strategic performance management and measurement systems to monitor performance.
  • Specialized knowledge of General Accepted Accounting Principles, internal control concepts and the principles of financial planning and budgeting and expenditure control.
  • Strong leadership skills to empower staff to achieve results, leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Strong verbal communication skills to effectively communicate with internal and external stakeholders.
  • Strong written communication skills to relay complex financial information to various audiences with different professional backgrounds.
  • Strong political acumen to provide strategic advice to senior leaders on complex topics and sensitive issues.
  • Experience and knowledge using and supporting accounting and financial IT systems e.g., SAP, Oracle.
  • Exceptional interpersonal skills to effectively manage internal and external stakeholder relationships.

Desired:

  • Knowledge of the General Manual of Administration, Financial Administration Manual, and Financial Administration Act, and familiarity with Treasury Board Secretariat Guidelines.
  • Ability to read, write and verbally communicate in French.

Duties:
Accountable for leading the financial management of both the Community Services and Supports and Policy, Programs and Legislation Divisions in the Department of Families. As a member of the Senior Management Team for two divisions, the Comptroller contributes to the program objectives by overseeing the effective planning, operation and management of financial/resource services for the divisions. The position is responsible for providing leadership and direction focused on modern controllership and the development of best practices, management accountability, efficiency and effectiveness, business continuity and value for money.
The Comptroller is accountable for the divisions’ comptrollership framework which includes accounting processes, policies, procedures and guidelines; delegation of spending and payment authority; financial planning and reporting; budgetary analysis; processing of accounts payable, receivables and revenue; forecasting, monitoring and control; fiscal reporting; and the design and development of program budget and expenditure monitoring systems and operational processes.
