GENERAL DESCRIPTION

The Property Tax Assistance Division (PTAD) provides technical assistance to local governments and taxpayers on property tax issues. PTAD is split into two areas, Appraisal Operations and PTAD Programs, allowing the Division to meet customer needs and implement statutory requirements in many innovative ways. This position is under the Data Analysis and Technical Assistance, Education and Communications Team within the PTAD Programs area. The individual selected for this position will be responsible for responding to all manner of Open Records requests.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Qualifications

EDUCATION:

  • Graduation from an accredited four-year college or university with a bachelor’s degree
  • Complete copies of college transcripts must be furnished to the divisional hiring representative at the time of the interview for positions requiring a college degree, and/or specific educational credits.
    Preferred Education: Graduation from an accredited four-year college or university with a bachelor’s degree or master’s degree in business, communications, education, English, finance, government, public policy, or a related field.

EXPERIENCE:

  • Four (4) years of experience developing, editing, and/or revising public information and external communications including publications, forms, website content, surveys, reports, and/or training materials.
  • Two (2) years of experience providing customer service and research.
  • Two (2) years of experience using Microsoft Word, Excel, and PowerPoint programs.

Preferred Experience:

  • Experience working in the Texas property tax system.
  • Experience researching and citing legal statutes and professional texts.
  • Experience in government in a state agency, local government entities or legislative office.
  • Experience using Adobe Acrobat Pro to edit documents.
  • Experience reviewing and monitoring legislation.

Substitution: One (1) additional year of full-time work experience in the property tax field or as stated above may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years.)

Responsibilities:

  • Analyze and evaluate open records requests, tracks, and completes requests, including the School District Property Value Study Data Release. Assist customers with open records technical issues and follow-up requests.
  • Review division published materials to reflect all generally accepted appraisal practice reference materials as required by statute. Timely develops and publishes data on website in reports and data visualization tools. Assist with design, development, and maintenance of division data portal or other data display tools.
  • Evaluate and verify local government reimbursement requests for 100 percent disabled veteran exemptions, including working with entities, verifying application information, making determinations of qualification for funding based on total requests and biennial appropriation amount, and overseeing the process for sending payments.
  • May develop and implement division surveys including collecting and entering data collected outside of the electronic survey instrument. Analyzes and evaluates data collected using statistical tools, methods, and techniques. May train internal and/or external customers regarding survey tools and/or survey implementation.
  • May assist in the development and release of published information and division communications. May assist with division legislative functions.
