Description:

ASR International Corp is seeking an experienced Construction Management Representative/Engineer (CMR) III with Top-Secret clearance (or the ability to obtain) for an exciting and prestigious position to oversee, manage and inspect the work of various construction contractors. This work will be at various construction sites and NPS offices in Washington, DC.

QUALIFICATIONS:

  • TOP Secret security clearance level or ability/eligibility to obtain.
  • Minimum 4+ year Bachelor’s degree in Engineering, Construction Management, with an emphasis on Structural or Architectural fields from an ABET accredited engineering college.
  • Master’s or Doctorate degree in Engineering, Construction Management, with an emphasis on Structural or Architectural fields from an ABET accredited engineering college is desirable.
  • Current registration as a Professional Engineer (P.E.) or Engineer in Training (EIT) in one of the 50 U.S. states is desirable.
  • Minimum of 8 years (6 years if Master’s degree, 4 years if doctorate degree is held) of construction management/engineering work experience for multiple facility types, with Federal Government project work being desirable. Direct White House Construction experience is desirable.
  • Experience serving as a CM, CMR, Owner’s Representative, Construction Superintendent or similar position on at least 3 construction projects in the 5 years with construction values of at least $1M each project and which involved the active management, oversight and/or inspection of multiple construction trades and which required close coordination with the Government/Owner on construction issues.
  • Construction field experience on projects located in a secure facility/campus with limited site access, and on projects which involved construction activities in very close proximity to sensitive natural and cultural (buildings, historical artifacts, etc.) resources.
  • Experience performing and coordinating communication and work among multiple stakeholders in a construction environment, representing and communicating the Government’s/Owner’s/Firm’s interests to stakeholders with varying and competing interests, and assisting negotiations in a construction environment.
  • Experience reviewing engineering designs, contractor shop drawings and vendor specifications and plans to determine constructability and practicality of proposed work and adherence to established standards and requirements.
  • The CMR shall be knowledgeable in applicable safety regulations and have a minimum of OSHA 30-hour construction safety training.
  • Knowledge and experience with construction practices, especially related to construction practices including applicable building codes, estimating, design, and technical writing.
  • Ability to manage complex projects, supervision and labor, and coordinate to meet the needs of the project.
  • Prior experience working with Government Project Managers / CORs on processing change requests, requests for information, submittals and field observation reports.
  • People and communication skills - Ability to represent the interests of the Government in a professional manner and ensure quality of work while maintaining good relationships with contractor, as well as, park staff.
  • The CMR shall be computer literate, knowledgeable in construction practices including applicable building codes, cost breakdown estimating and negotiating, and technical writing. Individual shall have sufficient computer operating skills to be able to open and manipulate Primavera Project Planner (P3) schedules and be proficient in Microsoft Word, Excel, and Project.

Responsibilities:

  • Assists the Project Manager (PM) as a technical point of contact for assigned projects.
  • Supports PM in project execution and completion of assigned tasks from design through construction.
  • Coordinates with various stakeholders and team members through all phases of a project. Determines stakeholders’ needs, develops those needs into project/contract documentation, and appropriately communicates resultant project/contract direction to the project team. During design coordinates with other key staff/subject matter experts and reviews A/E firms’ execution and deliverables. During construction coordinates project needs with Firms, construction contractors, and other NPS (Park and Region) and separate Government agency staff.
  • Assists PM in maintaining project compliance, quality, scope, schedule, budget, and programming criteria.
  • Identifies problems and coordinates solutions with appropriate members of the project team and the PM, resolves technical and schedule issues as needed, and develops corrective actions to ensure successful project accomplishment.
  • Performs workload outside of the individual’s specific discipline.
  • Travels occasionally for on-site inspections, investigations, and meetings often requiring a significant amount of walking, bending and climbing. Field trips are often in the outdoors and may experience weather extremes, insect bites, varied topography and other physical demands.
