About the Opportunity
Parkes Shire Council is seeking a highly skilled and motivated Construction Manager to lead our operational teams and play a crucial role in delivering vital construction and maintenance projects. As the Construction Manager, you will act as the vital link between management, technical staff, and operational teams, ensuring seamless communication and the successful delivery of projects that meet the needs of our community.
More specifically, your responsibilities include but are not limited to:
Serve as the conduit between managements strategic direction and operational teams’ day-to-day activities, ensuring effective communication and understanding of project objectives.
Collaborate with management to convey operational requirements and constraints, providing practical insights on safety, quality, and environmental considerations.
Oversee the planning, execution and completion of construction and maintenance projects.
Coordinate and lead operational teams, contractors, and consultants to deliver projects on time and within budget.
Engage with regulatory agencies, community groups, and external stakeholders to address concerns, obtain approvals, and build positive relationships.
Manage contracts, including RMCC agreements with RMS and other contractors, ensuring progress and performance monitoring.

Responsibilities:
Diploma in Project Management, Civil Construction Management, Leadership and Management or equivalent; OR significant experience in civil construction leadership roles.
Proven experience in project management preferably in civil construction, contracts management or project management role.
Strong leadership skills with the ability to manage and motivate teams effectively.
Excellent problem-solving abilities
Knowledge of relevant engineering principles, regulations, and industry best practice.
Exceptional communication skills, both written and verbal.
Current and maintained NSW Drivers Licence.
SafeWork NSW Construction Induction (White Card).
Additionally, the following skills and background will be highly valued:
Bachelor’s degree in civil engineering or a related field.
Master’s qualification in civil engineering or a related field.
Previous experience in a civil construction management role in a Local Government context.
Additional qualification in project management, leadership and management or related field.
Knowledge of the role, functions, and responsibilities of Local Government.

The appointment will be in accordance with the Local Government (State) Award and Parkes Shire Council’s policies and conditions of employment.
The role has been evaluated as being Grade 18 of the Council’s salary structure and offers a competitive salary circa $120,000 - $145,000 (depending on skills and experience) plus super and salary packaging options to increase your take-home pay.
