Our positions are on-site at our corporate office located in Malta, NY. Core business hours are between 8:30 am and 5:00 pm, Monday-Friday. Responsibilities:

CERTIFIED /PREVAILING WAGE PAYROLL DUTIES:

  • Review and interpret prevailing wage requirements for construction projects.
  • Process weekly payroll for 80 employees across 7 companies.
  • Ensure compliance with prevailing wage laws and regulations, including Davis-Bacon Act and state-specific requirements.
  • Verify and document employee classifications, wage rates, and fringe benefits.
  • Prepare certified payroll reports and statements for submission to government agencies (through LCP Tracker).
  • Coordinate with project managers and subcontractors to ensure accurate reporting of hours worked. Review subcontractor certified payroll and related required reports submitted through LCP Tracker.
  • Respond to inquiries and provide guidance on prevailing wage compliance issues.
  • Conduct audits of payroll records to ensure accuracy and completeness.
  • Stay updated on changes in prevailing wage laws and regulations and communicate updates to relevant stakeholders.

PAYROLL PROCESSING DUTIES:

  • Data Entry: Accurately inputting employee information into payroll software or systems, including hours worked, deductions, bonuses, and any other relevant data.
  • Processing Payroll: Calculating wages, salaries, and deductions based on employee timesheets, contracts, and company policies. Ensuring timely and accurate processing of payroll for all employees.
  • Benefits Administration: Managing employee benefits such as health insurance, retirement plans, and benefits trusts. Deducting employee contributions and coordinating with benefit providers as needed.
  • Tax Withholding and Reporting: Calculating and withholding appropriate federal, state, and local taxes from employee paychecks. Ensuring compliance with tax laws and regulations and preparing and filing payroll tax reports.
  • Record-Keeping: Maintaining accurate and up-to-date records of employee earnings, deductions, and hours worked. Organizing and storing payroll records securely for auditing and reporting purposes.
  • Addressing Employee Inquiries: Responding to employee inquiries regarding pay, deductions, tax withholdings, and other payroll-related matters. Providing excellent customer service and resolving issues promptly.
  • Generating Reports: Generating payroll reports as required by management, accounting, and regulatory agencies. These reports may include payroll summaries, tax reports, and employee earnings statements.
  • Compliance Management: Staying up-to-date on federal, state, and local labor laws, tax regulations, and payroll best practices. Ensuring payroll processes and procedures comply with legal requirements and company policies.

HR SUPPORT RESPONSIBILITIES:

  • Reconcile multi-plan, multi-company benefits (Health, Dental, Vision, Life and Long and Short term disability)
  • Benefits fringe trust management for prevailing wage

-401k plan management (Empower)- funding, compliance reporting

  • HRIS management (Paylocity) and Employee Navigator (benefits)
  • Employee on-boarding and off-boarding
  • Leave accounting (PTO, PSL, Holiday, Bereavement)
  • Leave processing (FMLA, PFL, Workers Compensation, Disability)
  • Unemployment processing
  • Employee records maintenance
  • Management of other HR related records and information, including training records
  • HR related reporting
  • HRIS system management and support, including expansion of system utilization and capability

Requirements:
BS Human Resources, Business, Accounting or a related degree
MS or MBA preferred
SHRM-CP and/or payroll or other HR related certifications
4 years of payroll experience, including union or certified payroll experience
4 years of benefits administration experience
Experience processing leaves including FMLA, PFL, Workers Compensation, Disability etc.
Experience processing unemployment claims
Experience with LCP Tracker helpful
Experience with prevailing wage requirements at the State and Federal level, highly desired
Experience with job costing highly desired
Construction payroll and/or HR experience highly desired
Multi-company payroll experience desired
High proficiency in payroll and HRIS systems (Paylocity and employee navigator helpful)
Strong ability to research and problem solve
Proficient reporting, data manipulation and analysis
Strong written and verbal communication skills
Highly organized with strong follow-up

Compensation range: $75,000-$90,000
Actual compensation may vary based on factors such as related work experience, market conditions, education/training, certifications and other credentials, overtime when applicable, as well as applicable knowledge and skills.
