Description:

Active TS/SCI with Polygraph clearance required

Construction Security/Surveillance Technicians (CST) responsible for the daily opening and closing (securing) of job sites within a controlled access area. This may include issuing badges or other forms of identification to monitor the individuals entering and exiting the work area. CSTs shall monitor uncleared workers during the construction period and are responsible for the inspection of all materials, equipment and furnishings outlined in the Construction Security Plan (CSP) for those items designated for the use within the secured areas of the construction site facility.

  • Exercise knowledge of Technical Surveillance Countermeasures, construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance
  • Inspect all construction materials, packages, bags, boxes, crates, and vehicles, using a variety of technical inspection tools
  • Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
  • Plan and organize own work assignments, as well as carry out tasks from management staff
  • Maintain compliance with all applicable policies, procedures, and global standards
  • Other duties as assigned

BASIC JOB REQUIREMENTS

  • Accredited four (4) year degree or global equivalent in applicable field of study and two (2) years of work-related experience or a combination of education and directly related experience equal to six (6) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

OTHER JOB REQUIREMENTS

  • US citizen with Active TS/SCI w/Poly clearance or the ability to obtain and maintain this level of clearance.
  • In good physical health and can navigate difficult terrain and able to stand/walk for extended periods of time
  • Must be able to work outdoors in inclement weather conditions
  • Ability to learn navigation of Blueprints and understand the principal of multiple construction disciplines to include Civil, Architectural, and Mechanical, Plumbing, Electrical and Electrical engineering.
  • Complete training allowing analysis of designs and structural complexities which are intended to mask an ulterior purpose not wanted by the designer to deter technical penetrations and to detect implanted technical collection devices
  • Ability to write detailed reports and complete the analyses of issues, findings and security situations which require further actions.
  • Ability to operate purposed inspection equipment

PREFERRED QUALIFICATIONS

  • Construction and/or security related experience in the following:
    o Construction Security Surveillance
    o Technical Surveillance Countermeasures
    o Industrial or Government Security involving counter-intelligence
    o Construction quality insurance

o Hands-on supervisory construction experience

  • Be familiar with Intelligence Community Standards (ICS) 705-1
  • Have a working knowledge of construction safety
  • CST certification training preferred
  • Experience in the use of alarm systems, metal detectors, x-ray devices and CCTV operation
