OHCHR seeks a consultant specialized in human rights, in particular with regard to intersectionality of race, gender, religion and other grounds of discrimination, whose work will contribute to a broader project examining the racialized and intersectional impacts of migration, health, environment, climate change, and other relevant areas, including in the context of rising xenophobia and intolerance.

Duties and Responsibilities
The consultant will work in close coordination with the broader project team, as well as relevant colleagues within the Anti-Racial Discrimination Section (ARDS) and report to the project lead, in addition to the Chief of ARDS. The consultant will: 1. Participate in initial consultations and indicator development. 2. Conduct an in-depth interdisciplinary literature review on the securitization of migration, health, environment, climate change, as well as other key areas of securitization, with a particular focus on human rights, racial and gender implications and intersectional impacts of securitization processes, including in the context of increasing xenophobia and intolerance. 3. Conduct empirical research on case studies focusing on the human rights implications of racialized and intersectional securitization in key areas, with attention to human rights, in particular with regard to intersectionality of race, gender, religion and other grounds of discrimination. 4. Contribute to the organization of an expert discussion, including on the case studies, at the broader two-day in-person meeting in Geneva in 2025, refine case studies. 5. Take notes at all sessions of the two-day in-person meeting for review and discussion with the project team following the meeting. 6. Provide input, on intersectionality of gender, race, religion, and other grounds of discrimination to a broader background paper to be prepared by the project team. The work of this home-based consultancy entails five months from wherever the consultant is located, completed across a twelve-month period. It includes travel to Geneva for the expert meeting, which will be held in person in Geneva, in 2025.
Qualifications/special skills
Advanced degree in international human rights law, gender studies, international relations, or related fields. A minimum of five years experience experience on issues relating to international human rights standards and norms for addressing gender discrimination, as well as racial discrimination, and within the context of migration and other securitized areas. Good knowledge of issues relating to securitization theory and practice, and its racialized and intersectional impact, particularly with reference to human rights notably with regard to race, gender, religion, and other grounds. Experience in gathering quantitative and qualitative empirical data in the area of human rights, in particular with regard to race and gender. Experience conducting interviews, stakeholder dialogues/focus groups and surveys. Experience in quantitative and qualitative data analysis. Experience in research and excellent drafting skills. Experience in organizing expert consultations. Ability to work in multi-disciplinary and multicultural environments.
Languages
Fluency in oral and written English is required. Knowledge of Spanish is an advantage.
