Under the direct supervision of the Crime Prevention and Criminal Justice Officer coordinating STRIVE Juvenile activities in Iraq, and in cooperation with the designated UNODC staff, the Consultant will: A. Develop ‘follow-up impact measurement tools’ for capacity building activities including follow-up surveys and feedback forms to gather quantitative and qualitative data on participants’ experiences and the long-term impact following the capacity-building activities. (consult with the project team to identify key outcomes and metrics that need to be measured post-capacity building activities; develop the tools to gather quantitative and qualitative data; tailor the questions and format to reflect the specific goals of the training sessions and the long-term impact on participants’ professional practices; share the draft tools with the project team and incorporate received comments; pilot testing the draft tools with a small group of participations for testing and adjust based on feedback; submit finalized tools) B. Develop presentations on project achievements to be presented in meetings with Steering Committee members (English & Arabic). (use the gathered documentation for the progress reports; draft the presentations content, structuring it around key project milestones, achievements, and impact, while tailoring the language and format for both English and Arabic audiences; share the draft presentations with the project team for input and revisions, adjusting content and design as necessary based on feedback; finalize the presentation in both English and Arabic) C. Create monitoring tools to evaluate the impact of the equipment/material provided to the juvenile reformatories including for tracking usage and improvement in living conditions, and the effect on rehabilitation programs, and establish a framework for collecting data from reformatories, focusing on how the new equipment/material supports the overall goals of rehabilitation and reintegration of juveniles. (work with the project team to define the key outcomes to be monitored, such as equipment usage, improvements in living conditions, and the impact on rehabilitation programs; design monitoring tools that track quantitative metrics (e.g., frequency of equipment use, changes in living conditions) and qualitative metrics (e.g., staff and juvenile feedback on the equipment’s impact on daily activities); establish a framework for consistent data collection from reformatories; pilot testing; finalize the tools) D. Analyze the data collected through the impact measurement tools in regular coordination with the STRIVE Juvenile team to facilitate a comprehensive data collection process. (Regularly gather and compile data from the impact measurement tools; conduct an initial review of the data to check for completeness, identify trends, and detect any gaps or inconsistencies that need to be addressed; old regular meetings with the project team to ensure smooth data collection, address any missing information, and discuss key findings as they emerge; perform a comprehensive analysis of both quantitative and qualitative data assessing the short- and long-term impacts of the activities; highlight key insights, trends, and areas for improvement based on the data; prepare a detailed report of the analysis, summarizing the findings, key trends, and actionable recommendations, and share it with the project team to inform future decisions and program adjustments) E. Produce engaging material (such as infographics/factsheets) that translate activities’ achievements into competing advocacy material for advocacy and donor engagement. (work with the project team to identify the most significant achievements and impacts of the activities that need to be highlighted; content development based on identified achievements and agree on key messages; create engaging infographics, factsheets, and other visual materials that present data, success stories, and key project outcomes in an attractive, easy-to-digest format; share the draft materials with the project team for feedback and incorporate comments; finalize material to be disseminated) F. Review of reports, webstories, press-releases, translations, guidance documents and similar written material. G. Contribute to the successful organization and delivery of workshops, meetings, and conferences by providing strategic inputs into agendas, content, and materials and post-event recommendations/future actions. H. Develop quarterly progress reports on activities carried out under STRIVE Juvenile, in coordination with the project team and by gathering necessary information and additional data to ensure comprehensive and accurate reporting for donors and governmental counterparts; (collaborate with the team in HQ and in the field to gather all documentation necessary for the progress reports; review incoming data for completeness and accuracy; follow up with team members to address any missing or incomplete information; organize the collected data into the agreed report structure; circulate the draft reports among the team for feedback, incorporate revisions, and finalize for submission; submit the final reports) I. Contribute to fundraising efforts to expand the EndVAC programme, including identifying potential opportunities.

Duties and Responsibilities
The purpose of this assignment is to offer strategic guidance and analysis to enhance the effectiveness and impact of the STRIVE Juvenile project in Iraq. This will be accomplished by developing follow-up tools to assess long-term impact, alongside preparing reports, presentations, and materials that highlight the project’s achievements, specifically tailored to donors and governmental counterparts. The aim is to not only increase the project’s visibility but also to support its growth and ensure its contributions are effectively communicated to both local and international stakeholders.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in political or social sciences, law, economics, business administration, marketing, international relations or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of experience in the area of development, justice, rule of law or programme management is required. Working experience in the Middle East and North Africa region is required. Experience in the United Nations system or similar international organization is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and Arabic is required. Knowledge of another official United Nations language (Chinese, French, Russian or Spanish) is an advantage.
