QUALIFICATIONS

Education
Required: Bachelor’s degree in Business, Engineering, Supply Chain or related discipline.
Preferred: Master’s degree in business or related discipline.
Related Experience
Required: 6 years direct work experience performing the duties and responsibilities of this position related to construction, project engineering, contract management, and project management.
Preferred: Gas utility experience

Required:
Communicate well with others- both written and verbal
Contract negotiation skills
Knowledge of business fundamentals, performs work of same or closely allied nature
Excellent problem-solving skills and project skills
Ability to issue requests for quotations and issue Purchase Orders in SAP for goods and services

STORM DUTY REQUIREMENTS

TECO Energy and its companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our TECO Energy customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company’s rules and procedures.

Responsibilities:

  1. Conducts pre-procurement strategy planning to identify the best contracting method(s) for - engineered equipment, engineering services, and construction contracts, required to satisfy business requirements, while safeguarding corporate interests. 20%
  2. Assists and advises the project team during the preparation of technical specifications and/or scopes of work by reviewing business requirements against areas of contractual risk. Performs due diligence of suppliers to confirm the technical and commercial ability to successfully and safely execute contract requirements. 20%
  3. Prepares appropriate contract pro-formats (including general terms and conditions and commercial terms) for bid solicitation and works as the team liaison with Legal and Risk Management. 20%
  4. Develops and leads the bid evaluation process by coordinating the commercial evaluation with the technical evaluation. Prepares the award recommendation, formalizes final agreements, and coordinates proper execution. 10%
  5. Provides contract administration support and supplier relationship management during contractor’s performance, including negotiating change orders, handling claims and disputes resolution, reviewing invoices for compliance with contract terms, monitoring for compliance with contractor lien laws, and preparing contract close-out documents. 10%
  6. Develops and maintains knowledge of local, regional, or national business trends, risk assumption, management issues, and applicable regulatory and legal constraints and requirements. Maintains professional and technical knowledge by attending educational workshops and seminars, reviewing professional publications, and participating in professional organizations. 10%
  7. Develops and seeks continuous improvement opportunities in productivity and reduction of procurement costs through advanced procurement methods, programs, processes, and continued education. Collaborates with the Supplier Diversity team to successfully include minority business opportunities in purchasing, and leads/participates in cross-functional continuous improvement project teams. 10%
