Description:

JOB REQUIREMENTS

1) Minimum a Degree in Civil Engineering / Building Science or equivalent.
2) Minimum 10 years related working experiences.
3) Experience in Cost Control & Contract administration for Civil / Building Engineering Projects exceeding S$50m.
4) Professional knowledge in Security of Payments Acts and Construction’s practices and regulations are required.
5) Show independency ability to multi-task, prioritize and organize tasks.
6) Proficient in MS Office, good problem analytical and problem-solving skills.
7) Possess excellent written, interpersonal, communication and negotiation skills

Responsibilities:

JOB RESPONSIBILITIES

1) Oversee and guide the team on quantity taking offs, estimation, prepare tender submission, cost planning, sourcing of subcontractors, budgeting and forecasting.
2) Lead the team on establishing a list of prequalified bidders for comparison, conduct cost analysis, negotiation and awarding of contracts to subcontractors.
3) Administer Indemnity / Warranty and other contractual obligations.
4) Review and interpret contract documents with recommendations for contractual dispute.
5) Responsible and lead the team on evaluation and preparation of monthly program claim and submit to clients.
6) Responsible and lead the team on evaluation and preparation of subcontractors’ claims and issuance of payment response within the stipulated timeframe (SOP Acts).
7) Liaise with Consultants and Architects for monthly progress claim and finalization of accounts.
8) Ensure proper documentation of additional works, alterations or design changes and lead the team in preparing variation orders.
9) Advise and administer Extension of Time Claim.
10) Implement and review cost control measure to achieve higher profitability.
11) Implement a strong Document Management System with proper document control, distribution of drawings, specifications and all other relevant documents.
12) Develop and build good professional relationships with suppliers, vendors, subcontractors, clients, consultants and architects.
13) Provide guidance and supervision to team members and ensure allocation of work are being assigned equally to team members to complete the task efficiently.
