Alberta Infrastructure is responsible for leading the development of the provincial Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development.
The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

Responsibilities:

ROLE RESPONSIBILITIES

Contract Services Analyst serve as the primary gatekeepers of approximately $1 billion worth of payments on contracts related to Ministry’s capital development program. This program encompasses the construction of health facilities, schools, and government-owned facilities that together constitute one of the main pillars of the Ministry’s mandate.
The role of the Contract Services Analyst involves careful scrutiny of several multi-million-dollar contracts and enforcement of the terms and conditions. In that capacity, the Contract Services Analyst ensure compliance with the terms of the contracts and associated framework of policies, Treasury Board Directives, Acts, and Regulations.

THE PRIMARY RESPONSIBILITIES OF THE CONTRACT SERVICES ANALYST INCLUDE, BUT ARE NOT LIMITED TO:

  • Providing support to Project Managers (PM) and Project Coordinators (PC) relating to consulting and construction contracts and ensuring compliance with the terms and conditions of the contracts, internal policies, Treasury Board Directives, and Acts and Regulations for making payments
  • Reviewing contracts and providing expert interpretation of contracts terms and conditions based on the knowledge of contract law, historical precedence, and industry practice
  • Setting-up and managing contracts in Contract Management System (CMS) while following financial policies and contractual practice for administering consultant and construction contracts. Utilizing Project Financial Management Tool (PFMT), CMS, and One Government eXperience (1GX) to set up new contracts and monitor financial standing relative to budgets as the contracts progress through various stages
  • Ensuring that payments are made in accordance with the terms and conditions of contracts as the last line of control and contribute to the outcome of Albertans receiving full value for contract awards
  • Providing advice to PMs and PCs in the application of Builders’ Lien Act to minimize Government’s exposure and liability on projects with unpaid claims. Supporting PMs and PCs in expediting lien discharge so that payments can be made on time
  • Examining contract commitments and expenditures to ensure payments are made pursuant to established guidelines, policies, Acts and regulations
  • Monitoring expenditures, identifying variances, and resolving issues with the Finance Branch and the project teams. Initiating accrual-write offs, miscellaneous payments such as NPOs and other charges such as Exclaims, staff capitalizations, inter unit transfers and transfer fund agreements
  • Provision of statistical and financial data collection and reporting. Compiling, analyzing, and listing project costs for approval by the Project Managers and Directors. Reviewing/providing data on project expenditures as a precursor to the development of quarterly forecasts for submission to the Treasury Board
  • Processing year-end financial activities as per contracting policies and enforcement mechanismsSupporting Continuous Improvement initiatives and adopting best practices through research, analysis, training, and education, and participating in stretch assignments.
