Description:
QUALIFICATIONS FOR THE GS-11:
Specialized Experience required for GS-11: One year of specialized experience which includes: 1) Evaluating purchase requests to ensure appropriate funding; and 2) Reviewing contracts for accuracy and conformity to policy and law; and 3) Monitoring contractor performance to ensure they are in compliance with project requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, finance, law, contracting, purchasing, economics or organization and management.

Specialized Experience required for GS-12: One year of specialized experience which includes: 1) Conducting negotiation of contract prices, terms and conditions on behalf of the organization; and 2) Issuing solicitations to communicate contract requirements to potential contractors; and 3) Implementing contractual regulatory guidance for the procurement of goods and services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Responsibilities:
- Perform pre and post-award contracting functions in the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt to award, administration, and close out.
- Provide guidance in the development of the statement of work and data requirements.
- Provide guidance for acquisition planning functions for specific requirements coordinating with customers, legal and contracting personnel.
- Formulate the contracting approach to be taken that will best satisfy the requirement in compliance with socioeconomic programs.
- Interpret contract provisions for contractors and agency officials to negotiate contract modifications.
