Description:

Work in Kuwait is contingent upon the applicant’s ability to obtain a work permit from the State of Kuwait, which is requested on the applicant’s behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A bachelor’s degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD – Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations. Candidates with a current Visa 18 (residency visa) are excluded from the education requirement.
Purpose: Support and advise the Program Manager and U.S. Government through the identification, tracking and management of GFE/P items on the overall SBIRS program using AF approved GFP tracking systems.

EDUCATION:

  • Bachelor’s Degree in related field highly preferred; an additional four (4) years of experience above required minimum may be considered in lieu of degree.

EXPERIENCE:

  • 5+ years of documented property accountability experience, preferably on a large OCONUS project, and a comprehensive knowledge of relevant governing regulations, policies, procedures and instructions.

SPECIALIZED KNOWLEDGE, SKILLS & ABILITIES:

  • Must be familiar with Government reporting.
  • Must have the ability to present information and respond to questions from management or the Government.
  • Must have knowledge of FAR 52.245-1, and DFARS 252.245-7004, and Property Management System.
  • Must have knowledge of FAR 45-5, AR 710-2, AR 735-5 and DA PAM 710-2-1.
  • Ability to effectively work with different organizations to drive consistent and reliable Government Property accountability and process excellence.
  • Strong analytical skills and proficiency in Microsoft Excel.

Responsibilities:

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Manages and controls all U.S. Government furnished equipment and property.
  • Overall GFE/P custodian and primary liaison with Government Property Administrator (GPA).
  • Performs incoming processing for U.S. Government equipment and property per ISO procedures.
  • Maintains and administers property accountability records. Manages requesting, receiving and issuing GFE/P and ensures hand receipts are maintained for all property.
  • Investigate and report any loss, damage, destruction, or theft of Government property.
  • Responsible for the accuracy and ensuring that all U.S. Government is put into the correct tracking system and files all incoming documentation.
  • Maintains control of Government in their specified electronic systems.
  • Responsible for all Inventories and Audits. This includes any PMCA audits or requests yearly Schedules sampling inventories throughout the year and reports results to Property Manager.
  • Responsible for solving problems related to property control, security, disposition and reporting of U.S. Government property in the possession of APS-5 personnel.
  • Manages the control of all Scrap and Excess Inventory being put into the Government Plant Clearance Automated Reutilizations Screening System (PCARSS), which is a government requirement.
  • Coordinate deliverables to Government Property Administrators (GPA) or other US government agency property administrators.
  • Prepare internal and external reports pertaining to government property.
  • Prepares and presents monthly Contract Data Requirement List (CDRL).
  • Perform other related duties as assigned.
