Description:

Purpose: The Contracts Manager is the subject matter expert on US Government contract execution and compliance and is directly responsible for all aspects of contract administration. Provides an effective contract program which ensures compliance with the requirements focusing on administration of the prime contract and subcontracts. The Contracts Manager coordinates with Government Contracting Officer (KO) and /or Administrative Contracting Officer (ACO) and Contracts Administrator(s). Manages the day-to-day operations of the Contracts Department providing technical guidance and mentorship to staff. Provides overall technical support and guidance for contractual requirements on the contract. This position is responsible for 24/7 planning and synchronization of contractual operations and directly coordinates with customers at battalion, brigade, theater-sustainment, theater-headquarters, and Army-Sustainment-Command levels for operational/contractual assurance. This position is responsible for ensuring that the assigned APS 2 worksite operates in accordance with current regulations, directives, contract, and Performance Work Statement (PWS) to achieve or exceed established goals or performance standards.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to fulfill each essential duty satisfactorily.

  • Directs and leads subordinates for day-to-day operations and ensures daily assignments are carried out in a responsive and timely manner.
  • Develops and implements Standard Operating Procedures, Work Instructions, and training plans.
  • Works on unusually complex problems, providing solutions requiring sophisticated and advance techniques and procedures.
  • Coordinates directly with the in-country brigade level contract management support office (CMSO) and contract administration division to liaison contractual management activities with the stateside Government Contracting Officer (KO) at Army Contracting Command. Activities include but not limited to Request for Proposals, Contract Data Requirements Listings, Letters of Technical Direction, Quarterly Performance Management Reviews, Contractor Performance Assessment Reports, and proposal pre-negotiations.
  • Provides day-to-day management and training of contract administration staff, provides guidance on complex contractual actions as needed.
  • Responsible for oversight of solicitation, cost/price analysis, and negotiation activities; coordinates with internal cross functional program personnel.
  • Provides in country oversight to sub-K labor providers and is directly responsible for submitting quarterly sub-k evaluations in the Supplier Management System (SMS).
  • Interfaces with the Government Contracts Office / Government Task Managers on all contractual matters to include, but not limited to, compliance with the Performance Work Statement, and funding matters.
  • Responsible for the oversight of data administration on the contract to include submission of reports, Contract Data Requirements Listings (CDRL’s), and development of plans, and other required contract documentation.
  • Manages/coordinates proposal activates to include overseeing proposal preparation, developing bid strategies, proposal submission, and contract negotiation.
  • Monitors project performance to ensure compliance with applicable codes and regulations and the terms and conditions of the Contracts.
  • Manages technical experts’ contractual performance to PWS standards.
  • Participates in long-range planning process, reviews draft and final request for proposal (RFPs) in order to identify and manage business risks and opportunities.
  • Reviews and resolves all issues affecting company compliance and ensures satisfaction of legal requirements, company and customer objectives.
  • Provides interpretation of contracts, organizes or processes correspondence with contracting parties and monitors fulfillment of contractual obligations.
  • Responsible for keeping program management office informed of contractual issues.
  • Accomplishes all contractual requirements within the allocated operating budget and manages that budget by CLIN and cost code.
  • Responsible for ensuring that the program is in compliance with the FAR and company policies regarding Combating Trafficking in Persons (CTIP).
  • Prepares and submits the Quarterly Performance Management Review (QPMR) in accordance with published standards and schedule.
  • Submits formal closure notifications to the Government for Letters of Technical Direction (LOTDs) and maintains a history.
  • Responsible for the program’s Contractor Performance Assessment Reporting System (CPARS) Management.
  • Minimizes program exposure to risk through planning and analysis.
  • Integrates/manages data and reports.
  • Enforces the highest of ethical standards and conduct IAW company policy.
  • Ensures strict compliance to safety practices and support the Amentum Safety Policies and Procedures.
  • Instills a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries.
  • Adheres to ISO Policies, Procedures, and Work Instructions in support of the Amentum Quality Management System.
  • Performs other duties as assigned.
  • May require the ability to pass and maintain a Security Clearance.
  • Must be able to meet all installation access and security requirements.

REQUIRED BASELINE EDUCATION:

A bachelor’s degree plus 3 years of recent specialized experience, OR; An associate’s degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience.

Required Qualification & Experience Requirements: The requirements listed below are representative of the knowledge, skills, and/or abilities required.

  • 5 years’ experience in contracts administration.
  • Experience managing USG contracts or subcontracts.
  • Experience in subcontracting, including foreign company subcontractors.
  • Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and related federal and state legislation and regulations.
  • Experience in negotiating, drafting, and administering complex government contracts, to include but not limited to Cost Plus (CP), Firm Fixed Price (FFP), Time and Materials (T&M), and Indefinite Delivery Indefinite Quantity (IDIQ) type contracts.
  • Thorough knowledge of policies and regulations governing U.S. Government contracts requirements.
  • Must be able to speak, read, write, and understand English.
  • Must have or be able to obtain a US Passport.

SPECIALIZED KNOWLEDGE AND SKILLS:

  • Must be able to work effectively with all levels of employees.
  • Must be able to handle confidential company and employee information with complete discretion.
  • Must be able to identify conflicts of interest as they relate to employment situations.
  • Must have high-level organizational and planning skills.
  • Must have high level of proficiency in the use of MS Office, including Word, Excel, Outlook and other related applications.
  • Must have relevant experience in order to analyze requirements to respond to requests for proposals for option years and special missions.
  • Must possess the appropriate verbal and written communications skills to conduct meetings, execute plans and prepare reports, plans, and working instructions.

ADDITIONAL REQUIREMENTS:

1) LICENSE AND CERTIFICATIONS: Valid Driver’s License.
