Command Post Technologies Inc. is seeking a candidate to join our Contracts and Procurement team. The ideal candidate is someone who takes initiative, adds value, works efficiently under pressure, is proactive, and brings a team player attitude. We are looking for an individual with experience administering both Prime and Subcontracts in support of the Federal Government, Prime and Subcontract Proposal support, as well as support to Business Development and Capture efforts.
This position will contribute to the refinement of company contracts management policy and procedures bringing knowledge of the FAR/DFARS. An individual should be considered a knowledgeable professional in contracts management and is an independent forward-thinking contributor to the team. Must be comfortable with frequently adjusting priorities to include new taskings with little to no advance notice. This position requires sound ethical and professional judgement using best practices while adhering to corporate policies.

Successful candidate will be responsible for cradle-to-grave Contract and Subcontract activities in support of government contracts. Candidate will provide support to proposal efforts, be responsible for Prime and Subcontract Administration while ensuring compliance with company policies and procedures, contract terms and conditions and applicable laws and regulations. Must be able to establish strong, positive relationships with customers both internal and external.

  • This position will report directly to the Director of Contracts and Procurement.

EXPERIENCE/SKILLS

  • Requires knowledge of government contracting and subcontracting, understanding of FAR and DFAR requirements and applicable experience, as well as the ability to perform non-routine job requirements within the scope of the position.
  • Experience with various Contract/Subcontract types to include Fixed Price (FP), Time & Material (T&M), Cost Plus Fixed Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ).
  • Experience in preparing and negotiating terms and conditions in subcontracts to ensure terms are fair and reasonable, protecting the company’s interests and are in compliance with all relevant regulations and company policies.
  • Candidate must be able to prioritize work activities and work flexibly in a fast-paced environment.
  • Requires knowledge and understanding of business principles such as procurement, Business and Contract Law, Finance and Accounting.
  • Requires strong oral and written communication skills.
  • Detail-oriented and well organized
  • Experience with Microsoft Office software to include Excel, Word, PowerPoint and SharePoint.

EDUCATION/QUALIFICATIONS

  • BA/BS in Business or a related discipline. Equivalent experience may be accepted in lieu of a degree.
  • 7-10 years of contracts/subcontracts related experience.
  • Experience with the Contractor Purchasing System Review (CPSR) process is highly desired.
  • Working knowledge of Federal Acquisitions Regulations (FAR/DFARS).
  • Working knowledge of ITAR/EAR.
  • Experience with GSA Schedules, IDIQ/MAC Contract Vehicles.
  • Must currently hold (or be eligible to hold) a security clearance at the Secret level of above. U.S. Citizenship is a requirement.

Responsibilities:

RESPONSIBILITIES INCLUDE, BUT NOT LIMITED TO:

  • Supports the proposal efforts by reviewing Government RFPs, assessing and summarizing contract terms and potential risks, assisting with proposal development efforts towards creating compliant and competitive proposals, and leading the procurement portion of proposal as primary interface with vendors and teaming partners.
  • Reviews and negotiates Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs).
  • Administers both prime contracts and subcontracts to include contract closeout efforts.
  • Responsible for procurement activities to include preparation of Subcontractor RFPs, Price Analysis, subcontract development and negotiation.
  • Maintains accurate and current subcontract/procurement documentation in CPT systems of record.
  • Coordinates with the CPT leadership team to ensure subcontract requirements are met and compliant.
  • Assists in the development of internal contract and subcontract administration policy and procedures.
  • Maintains current knowledge FAR, DFARS and other relevant agency regulations, procedures, and practices.
  • Recommends meaningful solutions to contractual concerns through institutional knowledge and best practices.
  • Develops and maintains relationships with customer and teammate contracting organizations, serving as primary contractual interface with Government Contracting Representatives, Teammates and Subcontractors to support existing and future operational and business development objectives.
  • Participates in industry events to promote company brand awareness and foster relationships within the local government contracting community.
  • Monitors performance and progress to ensure compliance with terms and conditions such as schedule, scope of work, cost, legal, regulatory, and contractual requirements.
  • Ensures timely processing of contractual deliverables.
  • Coordinates with program managers and leadership teams to ensure contract requirements are fulfilled and risk areas are identified.
  • Advises on potential contractual issues that impact program or contract performance.
  • Performs other duties to support senior leadership and organizational initiatives, as necessary.
