Description:

A County Government Agency in Martinez, CA, is seeking a Procurement Contracts Manager with strong operational experience in managing daily procurement activities within a structured environment, preferably in government, hospital, or healthcare settings. This role focuses on ensuring smooth procurement operations, overseeing a small team, and supporting compliance with public sector and healthcare standards. The ideal candidate is highly organized, detail-oriented, and capable of driving procurement efficiency through effective communication and hands-on oversight.

REQUIRED SKILLS & QUALIFICATIONS :

Operational Procurement Experience : At least 5 years of experience managing daily procurement activities in a government, hospital, or healthcare setting, with a strong focus on regulatory compliance and operational efficiency.
Team Supervision : Proven experience in leading a team, with the ability to supervise daily activities, mentor team members, and ensure task completion within deadlines.
Stakeholder Communication : Strong interpersonal and communication skills, with the ability to provide regular updates to stakeholders and escalate issues effectively to maintain procurement timelines.
Detail-Oriented and Organized : Highly organized with a keen eye for detail, ensuring all procurement records are accurate, accessible, and audit-ready.
Adaptable to Learning : Willingness to learn and adapt to new information, tools, and compliance requirements, particularly in healthcare or government procurement settings.

Responsibilities:

Procurement Operations and Oversight : Manage day-to-day procurement activities, including tracking procurement requests, ensuring timely processing, and monitoring vendor performance to meet department needs and deadlines.
Team Supervision and Support : Lead and support a team of 3-5 procurement specialists, overseeing daily tasks, providing guidance, and ensuring adherence to established procurement practices.
Stakeholder Coordination : Serve as a primary point of contact across departments, providing clear and regular updates on procurement status, addressing inquiries, and escalating potential issues to prevent delays.
Documentation and Compliance : Maintain organized records of procurement activities, contracts, and amendments to support compliance with California public sector procurement codes and healthcare regulations. Ensure accurate documentation for audit readiness.
Vendor and Supplier Relations : Manage relationships with key vendors, ensuring alignment on contract expectations, timelines, and quality standards. Conduct regular reviews to evaluate vendor performance and identify improvement opportunities.
Problem-Solving and Adaptability : Identify and address procurement blockers, collaborating with internal stakeholders to find solutions and maintain smooth procurement flow. Display adaptability in learning new procurement tools or compliance standards as needed.
