Position Title: Contracts Specialist, Journeyman Level II
Clearance Level: Secret
Location: Aberdeen Proving Ground (APG), MD

EDUCATION REQUIREMENT:

  • Bachelor’s Degree in Business, Economics, or a related field preferred.
  • Four (4) additional years of related experience will substitute for the bachelor’s degree.

EXPERIENCE REQUIREMENT:

  • A minimum of one (1) year of related experience in developing and supporting contract formation specialist functions, including procurement documentation.

RELEVANT EXPERIENCE:

The experience must include the following, but is not limited to:

  • Service Contract Act Requests
  • Performance Work Statements (PWSs)
  • Statements of Work (SOWs)
  • Statements of Objectives (SOOs)
  • Labor Category Descriptions
  • Justification and Approval (J&A) Documents
  • Quality Assurance Surveillance Plans (QASPs)
  • Acquisition Plans (APs)
  • Acquisition Strategies (ASs)

JOB DESCRIPTION:

The Contracts Specialist, Journeyman Level II, will be responsible for preparing acquisition documents reflecting technical and operational requirements for Government approval. Duties include:

  • Drafting and reviewing Service Contract Act Requests, PWSs, SOWs, SOOs, labor category descriptions, J&A documents, IGCEs, QASPs, APs, and ASs.
  • Assisting with limited competition memos, including the use of non-DoD contract vehicles, sole source justifications, and other related documentation.
  • Providing input in the proposal evaluation process.
  • Supporting Program Management (PM) by preparing monthly status updates and tracking funds expended-to-date and conducting variance analyses.
  • Facilitating the processing of contract invoices through Wide Area Work Flow (WAWF).
  • Entering and reviewing data in portfolio management databases and generating accurate reports.

PREFERRED SKILLS AND QUALIFICATIONS:

  • Excellent organizational and communication skills.
  • Strong attention to detail and ability to manage multiple tasks simultaneously.
  • Familiarity with DoD procurement processes and contract documentation requirements.

  • Assist in the post-award management of contracts by preparing updates and financial tracking.
  • Process contract invoices through WAWF and ensure timely payments.
  • Ensure data accuracy within portfolio management systems and validate reports.
