Description:

Position Title: Contracts Specialist, Senior Level II
Clearance Level: Secret
Location: Aberdeen Proving Ground (APG), MD

EDUCATION REQUIREMENT:

  • Bachelor’s Degree in Business, Economics, or a related field preferred.
  • Four (4) additional years of related experience will substitute for a bachelor’s degree.

EXPERIENCE REQUIREMENT:

  • A minimum of twelve (12) years of related experience in supporting contract formation and procurement documentation development.

RELEVANT EXPERIENCE:

Experience must include, but is not limited to, the following:

  • Service Contract Act Requests
  • Performance Work Statements (PWSs)
  • Statements of Work (SOWs)
  • Statements of Objectives (SOOs)
  • Labor Category Descriptions
  • Justification and Approval (J&A) Documents
  • Quality Assurance Surveillance Plans (QASPs)
  • Acquisition Plans (APs)
  • Acquisition Strategies (ASs)

JOB DESCRIPTION:

The Contracts Specialist, Senior Level II will be responsible for preparing acquisition documents that reflect technical and operational requirements for Government approval. The role includes but is not limited to:

  • Drafting and reviewing Service Contract Act Requests, PWSs, SOWs, SOOs, labor category descriptions, J&A documents, IGCEs, QASPs, APs, and ASs.
  • Preparing limited competition memos, including the use of non-DoD contract vehicles and sole source justifications.
  • Providing input into the proposal evaluation process.
  • Supporting Program Management (PM) in post-award activities by preparing monthly status updates, tracking funds expended-to-date, and conducting variance analyses to identify significant issues that require Government action.
  • Facilitating the processing of contract invoices through Wide Area Work Flow (WAWF).
  • Entering and reviewing data in the portfolio management database and generating validated reports.

PREFERRED SKILLS AND QUALIFICATIONS:

  • Strong attention to detail and organizational skills.
  • Ability to manage multiple tasks and work in a fast-paced environment.
  • In-depth knowledge of DoD procurement processes and related documentation.

Responsibilities:

ADDITIONAL RESPONSIBILITIES:

  • Providing a variety of acquisition support, including research of contract types, program planning, tracking milestones, and assisting lower-level Acquisition Specialists.
  • Offering guidance on Federal Acquisition Regulation (FAR) and other relevant policies and regulations.

KEY RESPONSIBILITIES:

  • Support the preparation and review of acquisition documentation for Government approval.
  • Assist in post-award contract management by preparing status updates and financial tracking.
  • Process contract invoices through WAWF.
  • Validate and correct data in portfolio management systems to ensure report accuracy.
  • Provide support for contracting research and guidance.
