Description:

EDUCATION:

  • Post-secondary education in administration, business, or human resources is required.
  • PCP designation is preferred.

REQUIREMENTS:

  • Minimum 2 years of payroll processing multi provincial payroll in a large organization with union experience.
  • Bi-lingual would be an asset.
  • Proficient in MS Word, MS Outlook, and spreadsheet/database (MS Excel) is required.
  • Working knowledge of industry payroll systems UKG and Kronos is preferred, or similar payroll system.
  • Executes with accuracy and timely in turning around data entry with minimal errors through a strong attention to detail and good organizational skills.
  • Excellent communication skills both verbal and written to interact at all levels of the organization and external stakeholders.
  • Demonstrates the utmost professionalism in dealing with confidential matters.
  • Knowledge of payroll compliance, provincial and federal employment legislation for Canada.
  • Superior time management skills, multitasking skills, and the ability to prioritize tasks with minimal supervision.
  • Excellent analysis and problem-solving skills.
  • Ability to work independently as well as in a dynamic team environment.

Responsibilities:

Payroll Processing:

  • Prepare, collect, and verify bi-weekly payroll for approximately 200 salaried and hourly employees, ensuring compliance with provincial and federal legislation.
  • Manage weekly/bi-weekly payroll for union and non-union employees in Quebec and Ontario, understanding 3 collective agreements (approx. 100 employees).
  • Process gross-to-net payroll, including retroactive pay, vacation pay, overtime, commissions, severance, bonuses, shift differentials, and various deductions (e.g., garnishments, union dues, pension).
  • Verify auto timesheet accuracy, address missed punches, and ensure timely approval of time and PTO requests, as well as exception entries.
  • Collaborate with Finance to reconcile payroll-related general ledger accounts.
  • Submit cheques to union and pension plans post-payroll.
  • Maintain and report on the PTO plan.
  • Manage employee data changes (e.g., new hires, terminations, transfers, promotions) throughout the employee lifecycle.
  • Identify and resolve payroll discrepancies through audits, adjustments, and cross-checks with payroll, time, and benefits reports.
  • Ensure timely government filings and remittances (e.g., CRA, MRQ, Garnishees, ON WCB).
  • Liaise with department managers and P&C teams for clarification or additional information to complete payroll cycles and ensure compliance.
  • Address and resolve payroll inquiries from internal and external stakeholders.
  • Handle complex payroll issues requiring further investigation.
  • Complete T4 and RL1 forms, along with PA adjustments annually.

Benefits:

  • Respond to inquiries regarding benefits for Quebec employees (claims, onboarding, life event changes, etc.).

Reporting:

  • Monthly union reporting, ON WCB remittances, PD7A (Receiver General), and T4/RL1 balancing.
  • Quarterly union reporting.
  • Generate weekly, bi-weekly, and monthly reports for managers and the business.
  • Provide ad-hoc reports as requested.

Various Projects:

  • Serve as backup for other Payroll Administrators for hourly and salaried payroll processing.
  • Manage ad-hoc payroll projects.
  • Assist with annual merit increases, AIP bonuses, union increases, and benefit updates.
  • Handle annual pension/CAAT reporting and vacation rate updates for union employees.
  • Manage annual union release hours tracking and reporting.
