Result of Service
As a result of this consultancy, the Secretariat will have: a. Fully operational GPEC with work plan, strategies to engage relevant entities, schedule of regular meetings and a dedicated webpage; b. Resource mobilization and outreach strategies and project proposals for expanding the GPEC and implementing priority actions. c. Specific activities of the GPEC implemented in line with the CMS mandate.

Duties and Responsibilities
The consultant is expected to undertake the following tasks in relation to the GPEC: a. Operationalization of the GPEC - Finalize the partnership governance model and modus operandi for core and collaborating partners; - Develop work plans for the GPEC with priorities actions and deadlines; - Design a dedicated webpage for the GPEC; - Establish and maintain relations with core and implementing partners, including fostering effective communication and information exchange, facilitating collaborative initiatives, organising relevant meetings and events, and developing common strategies to engage in relevant third-party processes to promote ecological connectivity. b. Resource mobilization and outreach. - Develop outreach strategy and identify upcoming opportunities for outreach and education activities; - Carry out fundraising through the development of dedicated strategies, monitoring funding opportunities, developing project proposals when necessary, and supporting countries in accessing available funds, such as the Global Environment Facility (GEF) funds, with the aim of mobilising resources for implementing ecological connectivity projects. Additionally, provide inputs to relevant processes such as the GEF replenishments are provided. c. Implementation of priority activities of the GPEC. - Mobilize implementation through Core and Collaborating Partners of the GPEC’s four areas of focus. - Implement selected activities related to the CMS mandate across the four areas of focus of the GPEC, including: Data, Research and Monitoring: • Facilitate the exchange of data and information, analysis of major gaps in connectivity data, and identifying priority intervention areas. Policy and Legislation: • In partnership with other entities, organize expert webinars for CBD parties for inclusion of connectivity in NBSAPs; • Provide inputs to subregional workshops of CBD on NBSAPS; • Support the production of guidance and best practices and finalize and disseminate guidance on legislation for ecological connectivity (draft developed under CMS legislation programme). Implementation and Uptake: • Support capacity building, including convening technical and policy workshops and webinars with CMS Parties and range states. Awareness raising and outreach: • Coordinate inputs of guidance, outreach materials and other relevant documents for dissemination through the website and other means. • Organize side event and/or larger meetings on connectivity in margins of CBD COP and other global events.
Qualifications/special skills
An advanced university degree in environmental science, natural resource management, conservation, international relations or a related subject such as economics, finance, or law is required. A first-level university degree, in combination with qualifying experience, may be accepted in lieu of the advanced degree. • At least 7 years of experience of biodiversity conservation, spatial or land/sea - use planning, or ecological connectivity from scientific and/or policy perspectives is required; • At least 7 years of progressively responsible experience in partnership coordination and project management is required; • Experience in successfully developing proposals or projects for funding by for instance the GEF, the GCF, EU funding (LIFE, H2020), private funding and/or other financial entities or donors is required; • Experience related to CMS or other multilateral environmental agreements (MEAs) and intergovernmental processes is desirable.
Languages
Fluency in written and spoken English is required. Knowledge of another CMS official languages (French or Spanish) is an advantage
