JOB DESCRIPTION

    Manage Parks Asset Management unit and other resources to effectively deliver Parks asset renewal programs.

REQUIRED CERTIFICATIONS & QUALIFICATIONS:

  • Tertiary qualification in Horticulture and experience in the delivery of Parks and Reserves maintenance Programs (postgraduate qualifications desirable).
  • A Current Driver’s License.

Responsibilities:

WHAT YOU’LL BE DOING:

  • Lead, motivate and develop a team of staff and contractors delivering Open Space Infrastructure and playground maintenance and renewal programs to ensure provision of a safe and attractive Parks network across the Municipality.
  • Co-ordination and administration of Open Space Growth from Subdivisional Developments and Capital Works projects to ensure appropriate and maintainable parks assets are provided and incorporated into Park Asset register/database.
  • Provide leadership and direction to the Parks Asset Management Team Leader, Parks Liaison Officer, Team Leader Parks and Play space, Staff and Contractors.
  • Ensure the development of Parks asset management proactive and reactive programs in accordance with Council’s Policies and Strategies, and sound Open Space Management practices.
  • Maintain Strategic and Operational links with other Council Departments, external authorities, and other key Stakeholders.
  • Participate in cross-functional Open Space Forums, Subdivisional Forums, and other groups to implement the Open Space Strategy, Capital Works projects and program development, Neighbourhood Improvement Program and Festival and Event preparation.
  • Manage and administer the corporate Asset Management System for the assimilation and integration of new Parks assets to Municipal asset database.
  • Represent the Department in forums relating to the transfer of the Sub-divisional assets to Council.
  • Prepare annual Park Asset Management unit budgets and budget reports for consideration by the Manager.
  • Manage and report on assigned budgets.

THE SKILLS AND EXPERIENCE YOU’LL BRING TO THE ROLE:

  • Extensive demonstrated experience in the formulation of policies and procedures as they relate to Municipal Open Space Management.
  • Experience with the application of Occupational Health and Safety legislation and procedures as applicable to unit objectives.
  • Demonstrated experience in the development and maintenance of water sensitive urban design features.
  • The ability to develop correspondence and reports from original ideas.
  • The ability to negotiate, persuade and convince the local community, various members of the public, staff, and other stakeholders to achieve best park management outcomes.
  • Demonstrated experience in the research and development of solutions to complex issues.
  • Demonstrated experience in the provision of high-quality specialist Horticultural and parks asset management advice and guidance.
  • Demonstrated experience and knowledge of Budgeting and accounting procedures, processes, and practices.
  • Demonstrated experience in the development of technical specifications for tendering services and assessment and evaluation of contractor performance.
  • A detailed understanding of the goals and objectives of Local Government and the socio-economic, political, and legal framework in which it operates.
  • Extensive and diverse experience and knowledge of the Subdivisional development process in a Local Government environment.
  • Extensive and diverse experience in performance monitoring and reporting of a Service Delivery Department.
  • Extensive and diverse experience and knowledge of the development, review and implementation of relevant Parks management and operationally relevant policies in a Local Government environment.
