JOB SUMMARY
We are looking for a Corporate Accountant to join our Finance Department at the House of Lords. This is a position where you will provide high-quality support to the Finance Director, Head of Finance, Management Board and Accounting Officer in a variety of areas. This will include being the finance conscience on multiple programmes and projects such as the Restoration and Renewal Programme, leading role in our Finance Systems renewal programme and reviewing business cases for high-profile, high-risk projects and programmes.
This is an opportunity to work on a hybrid basis where you will be able to work up to 3 days from home dependent on business need. This is an exciting opportunity for someone who is a fully qualified accountant with a strong background in Finance, technical accounting, implementing finance systems who can apply this expertise to advise, challenge and assist stakeholders while ensuring value for money for Parliament.
JOB DESCRIPTION
You’ll be accountable for -
- Leading and motivating the Systems Finance Team
- Supporting the Finance Director and Accounting Officer in their roles relating to the Restoration and Renewal (R&R) Programme
- Working with the R&R Client Team, senior finance staff in the House of Commons, Estates, and other colleagues to support the R&R programme, in particular its financial impact for Parliament and the House of Lords.
- Providing technical finance expertise in the area of VAT for infrastructure projects
- Seeking ways to improve the finance system & processes in the House of Lords
- Working with finance staff of both Houses and the Parliamentary Digital Service, on the Finance Systems Programme which is looking at a variety of options to upgrade in the short term and replace the finance systems in use across Parliament in the medium term;
- Providing when required advice and technical support on the financial and accounting impacts of procurements and contract management and their impact on Parliament.
- Working with the Head of Finance Business Partnering in reviewing business cases and change control forms submitted to the Finance Director.

WHAT WE’RE LOOKING FOR
- The post holder should be a fully qualified accountant (CCAB or equivalent qualification).
- Technical knowledge - Relevant financial management and accounting experience; excellent digital skills, including experience of accounting systems and developing and improving financial processes and systems;
- Relationship Management - Experience in building and maintaining effective working relationships and networks at all levels, working with internal and external auditors and other key stakeholders.
- Analytical skills and problem solving – Strong analytical skills with experience of analysing complex data; the ability to identify problems and risks and propose solutions, seeking guidance and providing constructive challenge where appropriate;
- Communication skills – Clear and accurate oral, written and online communications skills, including the ability to explain complex issues to non-finance colleagues, making them easy to understand;
- Accuracy and delivering at pace – A high level of attention to detail with the ability to work accurately and effectively to meet demanding deadlines whilst remaining calm and focussed.
