Description:

Under the general direction of the Senior Corporate Accountant, the Corporate Capital Fund Analyst is will be responsible for day to day administration of capital accounting and reporting in the City, including responsibility for operating the PeopleSoft Projects module.
The Corporate Capital Fund Analyst ensures that Corporate and Departmental policies, systems and procedures which collectively constitute the City’s financial information system are developed, operated and maintained in a manner consistent with both City policy and Generally Accepted Accounting Principles for municipalities as related to the General Capital Fund. They are responsible for the preparation of the annual and periodic corporate financial reports and for the input of the Capital Budget into PeopleSoft. The general focus is to transfer knowledge and provide expert advice related to the development and continuous improvement of systems procedures and processes intended to provide decision-makers with timely and meaningful financial information. Particular emphasis is placed on the coordination and support of the efforts of Department Controllers.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Degree in Business Administration, Accounting, Finance or an equivalent combination of education, training and experience.
  • A professional accounting designation (CPA) in good standing.
  • Three (3) years of progressive experience with independent management of day-to-day accounting functions and financial processes in a large complex organization, preferably in a municipal environment.
  • Experience in preparing, analyzing, auditing and/or interpreting varied and semi-complex financial reports statements and statistical reports.
  • Experience in the use of PeopleSoft FSCM or a similar Enterprise Financial System application, involving business/process analysis, including the demonstrated aptitude for quickly learning new software applications.
  • Experience with the application of PSAB 3150 accounting recommendations is preferred.
  • Effective verbal communication skills.
  • Effective written communication skills with experience preparing reports for various audiences including senior management.
  • Leadership skills with the ability to coach, mentor and train junior staff.
  • Knowledge of the City’s organization, business operations and management practices with extensive knowledge of the City’s capital policy.
  • Strong organizational skills with the ability to plan, prioritize and meet deadlines.
  • Strong problem-solving skills while working under minimal supervision.
  • Ability to establish and maintain effective working relationships with a variety of people, including private and public officials, all levels of staff, and the general public.
  • Strong proficiency using Microsoft Office Suite and other software applications.
