Description:

YEARS OF EXPERIENCE: MID LEVEL (5+ YEARS)

JFL is looking for a highly experienced Facility Security Officer to oversee our corporate security systems and procedures, as well as SCIF accreditations and facility clearances. The FSO will play a crucial role in maintaining and improving the security posture of our small business government contracting firm. The ideal candidate will have comprehensive knowledge of security regulations, especially the National Industrial Security Program Operating Manual (NISPOM), and will demonstrate a proactive approach to ensuring compliance. The FSO will be responsible for all security-related matters, focusing on obtaining and maintaining our Facility Clearance (FCL), including the transition to a holding FCL. Additionally, the FSO will manage all aspects of employee security clearances.

Required Skills and Qualifications:

  • Facility Security Officer (FSO) Certification.
  • 3+ years as an FSO or Assistant FSO.
  • Experience working with and maintain a thorough knowledge of Defense Information Security System (DISS), National Industrial Security System (NISS), (NBIS), and NISPOM.
  • Experience with protection requirements for handling and safeguarding Controlled Unclassified Information and Classified information.
  • Strong working knowledge of SF-86, SF-312, DD-254, 441, 441-1, SF-328, and other government-required forms.
  • Strong working knowledge of CFR 32, Part 117, National Industrial Security Operating Manual (NISPOM).
  • Experience working within the IC community.
  • Strong communications skills, both oral and written with great attention to detail.
  • Proven capability to work with multiple team members.
  • Excellent social, communication problem solving, and leadership skills.

Duties to Include but not limited to:

  • Maintain responsibility for all DISS activities including a strong knowledge of DISS adjudication system, visit certs, validating clearances and training requirements.
  • Provide security support to Human Resources, Contracts, Internal IT, Operations, and Proposal teams.
  • Maintain FCL status of all cage codes.
  • Processing Visit Access Requests (VARs) and/or Interagency Clearance Verification Forms for personnel to attend classified meetings.
  • Preparing DD254s for flow down to subcontractors.
  • Manage the company employee security clearances, including initiating, submitting, and monitoring new clearance requests.
  • Maintain and update existing security clearances, managing reinvestigations and addressing any potential issues.
  • Process and manage personnel security clearances, including initiating, monitoring, and updating security clearance investigations.
  • Conduct security briefings, debriefings, and other security education programs.
  • Manage annual security training for compliance and awareness.
  • Maintain accurate and up-to-date personnel security records.
  • Provide and document employee security briefings, debriefing, investigate and report security violations and incidents.
  • Actively manage security policy and procedures to ensure compliance with the NISPOM, Intelligence Community Directives (ICDs), and other government security regulations.
  • Stay abreast of changes in security regulations and ensure compliance.
  • Perform other duties as assigned.

Required Education and Experience:

  • Preferred to have a bachelor’s or master’s degree.
  • In lieu of a degree, 4+ years of direct related experience may be substituted.
  • Ability to pass extensive background checks.
  • DCSA Facility Security Officer (FSO) Certification.
