CORPORATE OFFICER

Due to a retirement vacancy, the Regional District of Central Okanagan (RDCO) is looking for a dynamic professional to fill a key management and statutory position as Corporate Officer. In this position, you will act as a strategic advisor to the Chief Administrative Officer and Director of Corporate Services as well as provide strategic guidance to all levels of the organization, including the Senior Leadership Team and the Regional Board. In establishing meaningful and ethical government-to-government working relationships, you will contribute to work underway that that supports key strategic priorities, including inclusive governance delivery as one step to meaningful Truth and Reconciliation.
You will ensure the Regional District conducts RDCO governance and administration in accordance with local government legislation, including the Local Government Act and advise and manage risk for complex legal files. With the support of two Deputy Corporate Officers and the Information and Privacy Analyst, you will also be responsible for corporate administration, including the provision of parliamentary process for RDCO Board meetings and the direction, organization, and administration of RDCO privacy and information management programs.

PRINCIPLE ACCOUNTABILITIES

  • Lead and manage direct reports in the delivery of legislative functions for the RDCO.
  • Serve as the Freedom of Information (FOI) Head and Privacy Officer for the Regional District under the Freedom of Information and Protection of Privacy Act.
  • Direct the development of and ensure compliance with RDCO’s information management and privacy programs and obligations as well as lead new system development for the management of electronic documents.
  • Support the CAO in legislative and regulation matters pertaining to the advancement of Truth and Reconciliation
  • Provide professional advice and guidance to the Regional Board and staff on parliamentary and legislative procedures, governance, and general legal & risk management matters.
  • Oversee the accurate preparation and distribution of RDCO Board and committee agendas, minutes and related actions.
  • Perform the statutory duties, responsibilities, and powers of the Chief Election Officer pursuant to the Local Government Act.
  • Act as the primary point of contact for legal matters and apprise the CAO accordingly.
  • Conduct governance research and analysis; initiate, prepare, and recommend bylaws, policies, and procedures for CAO and RDCO Board consideration.
  • Assist the Director of Corporate Services/Deputy CAO with the implementation of Department Goals and Board Strategic Plan initiatives.
  • Administer oaths and takes affirmations, declarations and affidavits required under any Act relating to the business of the regional district.
  • Support the Board and the CAO to strengthen and maintain the “one employee model”.
  • Other duties as assigned.

TRAINING AND EXPERIENCE

Diploma or undergraduate degree in Local Government Management, Public Sector Management, Public Administration or Law.
Five years’ of progressive experience as as a seasoned Corporate Officer in local government or as a legal professional with a demonstrated aptitude in governance, parliamentary procedure, legislation, and regulation.
