The Oregon Department of Corrections is seeking a Correctional Hearings Officer assigned to the Snake River Correctional Institution. The hiring manager for this position is Assistant Inspector General Jeremy Nofziger.
About the Job – Your Role
As the Correctional Hearings Officer you will conduct administrative misconduct, involuntary housing (mental health and segregation), or leave revocation hearings by serving as the Hearings Officer and examining all evidence presented, including adult in custody (AIC) statements. You will work independently as an impartial fact finder to determine if sufficient information has been presented to support an alleged AIC rule violation. You will make recommendations to the Functional Unit Manager, Assistant Director of Operations, or BHS Administrator of Special Housing. You will enter findings of fact and sanctions for disciplinary cases into the department’s computer database and create written findings of fact using the Offender Management System, as directed. As a Hearings Unit team member, you will assure the required hearings are conducted in a timely manner, on a statewide basis, by volunteering to assist when needed.
You will ensure accurate audio recordings of hearings conducted and written reports containing findings of fact, conclusions, and recommendations related to those hearings are clear, concise, and accurate. You will review all follow-up documentation, memoranda, reports, letters, confidential informants, and related documents to the hearings process. You will ensure proper entry of documentation, related to hearings conducted, into the AIC’s hearings file and preservation of all evidentiary documents, photographs, and related materials.
In this role you may plan, assign, and approve work projects to various hearings support staff, as appropriate and with approval of the Assistant Inspector General as well as provide input regarding hearings support staff performance evaluations and discipline. You will also request investigations, as necessary, from the institution designee. As a Hearings Officer, you may train and supervise alternate hearings officers serving in a training capacity and as an advisor/training instructor for ODOC staff in matters related to AIC administrative misconduct, report writing, the disciplinary process, and related ODOC rule and policies. You will attend regularly scheduled Hearings Officer meetings and other meetings as directed.
This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position is not eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications
Three years of experience in corrections, probation/parole, law enforcement or legal work
OR
Three years conducting case hearings
OR
A Bachelor’s degree from an accredited four-year college or university with a degree in criminal justice, corrections, social work or related behavioral science field
OR
Graduation from an accredited law school with a LL.B. or J.D

Working Conditions
This position is located in Ontario. You will work in close contact with adults in custody in the institution setting and may be exposed to hostile situations or incidents. May be exposed to chemicals, radiation, communicable disease, or other hazards inherent in a health care facility and correctional setting.

About the Process – What to Expect

Requirements for Employment
The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position.
