Description:
MAJOR FUNCTIONS
Highly responsible for the supervision of the administrative and program functions for the Division of Corrections; scheduling personnel to shifts and overtime; investigating unusual incidents; overseeing activities in the automated fingerprint identification system (AFIS), video imagery and internal investigations; supervising the admissions, control, visiting, safety, and inmate movement activities; coordinating transportation for scheduled and unscheduled appointments. Assists in the formulation of policies and procedures for the jail.
Minimum starting pay: $76,076
MINIMUM REQUIREMENTS
Six (6) years of experience in Criminal Justice or closely related field and experience at a large correctional institution with experience in a leadership role such as a Lieutenant equivalent or higher.
OR
Bachelor’s degree in Criminal Justice or closely related field; and have at least two (2) years’ experience at a large correctional institution with experience in a leadership role such as a Lieutenant equivalent or higher.
OR
At least one (1) year of experience as a Lieutenant or above with the Volusia County Division of Corrections.
Must possess and maintain certification as a corrections officer in accordance with the State of Florida within 12 months of hire.
Must possess and maintain a valid Florida driver’s license.
Must possess a valid Florida driver’s license within 30 days of appointment and maintain thereafter.
A comparable amount of education and training may be substituted for the required experience.
NOTE: It is this organization’s policy that individuals hired into special risk positions may not use any form of tobacco at any time, whether on or off duty, as a condition of employment. Internal candidates appointed after October 3, 2017, must be nicotine/cotinine free by the time of pre-employment physical/drug exam, including nicotine containing products used in tobacco replacement therapies.
NOTE: External candidates who fail the nicotine portion of the drug screen, but successfully pass all the other screening areas, may be eligible for hire and will have one (1) year from the date of hire to quit using any nicotine products as a condition of employment. The individual being hired is responsible for the cost of the cessation program but may utilize the county provided health insurance and Employee Assistance Programs (EAP) to assist in the cessation.
This position is mission essential and must be available for on call duty during emergency situations/activations.
Probationary Period: In keeping with the Volusia County Merit System Rules and Regulations, the appointee will serve a one (1) year probationary period.

- Knowledge of modern supervisory penal principles and practices, and of modern methods and techniques used in the custody and control of prisoners.

ADA REQUIREMENTS:
Physical Demands: Ability to effectively see, hear, talk, run, walk, lift 150 pounds with assistance, pull, push, drag, grasp, feel, finger dexterity, stoop, kneel, crouch, climb. Ability to sit, stand and balance for extended periods of time. The use of personal devices (corrective lenses, hearing aids) are permitted as long as the individual can effectively defend himself/herself with/without the device. Ability to react immediately, both physically and mentally, to emergency situations. Visual acuity (peripheral vision, depth perception, color acuity) necessary to operate a motorized vehicle.
Environmental Demands: Primarily inside work. Exposure to confined, closed spaces on a continuous basis. Exposure to heights (towers). Ability to withstand indoor/outdoor climate changes such as heat, humidity, sunlight, rain, and cold for extended time. Possible exposure to biomedical and hazardous materials including bodily fluids (e.g. urine, blood, spit).
Mental Demands: Ability to read and comprehend technical, legal and professional journals and manuals; reports, summaries, laws, statutes and procedures. Ability to perform basic mathematical functions. Ability to apply procedures, rules, laws to real life situations including emergencies. Ability to speak clearly and concisely. Ability to write complex reports, summaries, instructions. Ability to analyze situations for potential infractions, dangers.
Responsibilities:

- Acts as supervisor of special risk members whose primary duties and responsibilities are the custody and physical restraint of inmates within correctional facilities.
- All duties as shown in the Lieutenant classification.
- Supervises the admissions, control, visiting, safety, and inmate movement activities.
- Schedules personnel to shifts and overtime.
- Trains subordinates.
- Investigates unusual incidents.
- May be responsible for overseeing activities in the AFIS, video imagery and internal investigations.
- Supervises the general health and welfare of all inmates.
- Administers the collective bargaining agreements.
- Coordinates transportation for scheduled and unscheduled appointments.
- Discharges the responsibilities of the Warden in his absence.
- Conducts tours of the facility.
- Assists in the overall administration of the facility as required.
- Assists with disciplinary boards as needed.
- Evaluates subordinates.
- May be assigned to other county locations based upon operational needs.
- Attends work on a continuous and regular basis.
- Responds to emergency situations.
- Must adhere to Federal, State, County and Local ordinances.
- Performs other duties as assigned.
