Description:

JOB DESCRIPTION:

  • The Cost Controls Lead has a primary objective to provide expertise across all phases of the project from Engineering, Procurement, Construction and Commissioning (EPCmV) related to all aspects of Cost , the relevant risks and change management associated with the execution of CAPEX projects.
  • The Cost Control Lead, will aim to ultimately provide management with critical, decision-making information that ensures projects deliver on time and on budget.
  • The Cost Lead will be responsible for the for the monitoring, reporting and controlling of project costs to deliver a large scale CAPEX project through full project lifecycle from Feasibility/Business Case through to Completion.

Main Responsibilities

  • Responsible for all aspects of Estimate and Cost control required to deliver a large CAPEX project on budget to our clients.
  • Ensure that the costing and estimating controls are being complied with across the program / project
  • Develop an effective system of project cost control management.
  • Convert the Project estimate into the Control Budget and incorporating into the Project Cost System in accordance with the Work Breakdown Structure.
  • Provide relevant cost benchmarking across all project phases.
  • Track, monitor and report on all project costs.
  • Provide regular cost reports including control budget, actual spend, changes and forecast.
  • Develop, maintain and monitor target and forecast cash flow curves.
  • Drive the trend and change process, including production of project change reports, analysis of cost impact and provision of feedback on areas of risk and opportunities.
  • Manages the Change Management program by preparing Procedures, Tools , Change Log, Trends, Budget Shifts and Change Orders for review.
  • Review all requests for payment and verify for accuracy and completeness.
  • Review earned value status and productivity with Design Manager, Project Engineer and Construction Manager before approval of payments.
  • Perform commercial review of subcontracts and equipment purchases.
  • Facilitate cost review meetings and attend Project Meetings as requested.
  • Drive and support Value Management and Engineering as required to maintain budget.
  • Regular interfacing and integration with the project controls team to maintain an aligned financial position with the Project Plan.
  • Other work as needed in support of successful project delivery.

QUALIFICATIONS

Candidate should be well grounded on all cost elements of major capital life science project, willing to be proactive and have an ability to run towards issues & challenges to resolve same and be a strong leader and team player.

  • +8 years of relevant cost control experience on large capital projects, preferably in Biotech or Pharmaceutical industries.
  • Bachelor’s degree in Engineering with specialization/experience in Project Management and/or Cost Control.
  • Comprehensive understanding of Work & Cost Breakdown Structure and project Coding structures and ability to implement cost management work processes on projects.
  • Comprehensive understanding of risk and change management.
  • Advanced MS Excel, SAP and PowerPoint.
  • Demonstrate strong interpersonal, communication and presentation skills.
  • Ability to operate in a fast-paced environment to manage client expectations and deliver high quality service.
  • Strong analytical and problem-solving skills and excellent attention to detail are required.
