THE POSITION

Join a team of dedicated and hard working professionals at the Cambria County Department of Human Services, Children & Youth Services. As a County Fiscal Officer 2 you will serve as the fiscal staff lead in the agency. This position offers a great opportunity for professional growth.

DESCRIPTION OF WORK

As the County Fiscal Officer 2 you will supervise and train the agency’s fiscal staff to include I ongoing review and monitoring of daily tasks, monitoring of assigned projects, assuring staff receives necessary training to support their work, and cross training fiscal staff. You will have the opportunity to prepare the agency’s state budget for Children and Youth and Juvenile Probation expenditures and revenues, assemble the Agency budget by reviewing previous expenditures, analyzing program changes and projecting estimated costs based on funding requirements, and prepare agency’s county budget and all related financial and revenue reports required by the County Commissioners and County Controller.

Other duties to include:

  • Overseeing and participating in the completion of the agency’s state and federal expenditure reports submitted quarterly.
  • Knowledge of all federal and state regulations governing the multiple funding streams.
  • Assisting in preparation for and participating in required audits.
  • Administering the completion of all mandated reports for the receipt of federal and state revenues to the agency for Act 148, Title IV-E, TANF, Title XX, and Title IV-B reimbursements.
  • Overseeing the review of all applications completed by the professional staff of Children and Youth and Juvenile Probation prior to state office to determine medical coverage and/or Title IV-E eligibility for all children entering placement.
  • Assisting the agency administrator in preparation of agency’s annual Needs Based Plan and Budget prepared for the Department of Public Welfare.
  • Overseeing all grants obtained by the agency, providing administrative guidance, assisting Administrator with development of fiscal reports, preparing training materials and conducting staff training to professional staff.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS:

  • One year as a County Fiscal Officer 1; or
  • Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
  • Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

LEGAL REQUIREMENTS:

  • A conditional offer of employment will require submission of a medical examination and drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
  • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
