JOB INFORMATION

Non-exempt; full-time; Monday-Friday; 40 hours per week; 7:30 a.m. – 4:00 p.m.; full-benefits
This technical civilian position within the Frederick County Sheriff’s Office which is assigned to Special Operations is responsible for the compilation, examination, and analysis of crime information to identify trends and patterns Supervision is received from a Lieutenant.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Bachelor’s degree from an accredited college or university
  • Minimum 1 year data collection and analysis work experience in criminal justice or a related field
  • Intermediate skills using Microsoft Excel Software
  • Possession of a valid automobile operator’s license
  • NOTE: Additional years of work experience may substitute for a portion of the educational requirements

KNOWLEDGE / SKILLS / ABILITIES:

  • Ability to maintain in-service training requirements in accordance with the standards of the Office and of the Maryland Police Training Commission
  • Ability to obtain CJIS certification within 6 months of hire
  • Ability to complete GIS coursework, paid by the FCSO, within 6 months of hire
  • Ability to maintain County Authorized Driver privileges
  • Proficiency in business intelligence software for data analytics (e.g. Microsoft Excel, Microsoft Access, Structured Query Language)
  • Knowledge of law enforcement management systems (e.g.NIBRS and UCR)
  • Maintain familiarity with state of the art crime analysis techniques
  • Ability to work with sensitive information and maintain appropriate confidentiality
  • Ability to effectively organize work, establish priorities, manage time effectively and complete assigned duties with minimal supervision
  • Ability to complete Geographic Information Systems college level training courses
  • Ability to apply critical thinking skills in analyzing data, trends and patterns to spot problems and interpret their impacts
  • Strong and effective spoken and written (English) communication skills, including the ability to write clear and accurate technical reports
  • Ability to convert tabular data into maps

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to constantly sit and perform repetitive motions; frequently walk, climb and reach; occasionally drive; and rarely stoop, lift up to 20 pounds, push and pull to 40 pounds
  • While working in this position, the employee is required to constantly work indoors; occasionally work outdoors; and rarely walk on uneven ground, work in hot temperatures (above 100 degrees) and cold temperatures (below 32 degrees)

Responsibilities:

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Collect, analyze and disseminate crime data and criminal intelligence to appropriate staff members
  • Coordinate and analyze crime data from regional agencies and produce information bulletins to communicate finding to regional agencies; establish and maintain contacts with other criminal justice agencies to share information and track repeat offenders
  • Liaison and point of contact with regional agencies to determine best way to identify trends and possible future crimes
  • Work with the Technology Manager to evaluate appropriate software programs and recommend software solutions; oversee access and troubleshoot the Accurint Crime Analysis Program
  • Develop and maintain maps and charts delineating geographic patterns of criminal activity utilizing Geographic Information Systems (GIS) police software
  • Develop and maintain database to track crime patterns; enter and extract information concerning type and location of criminal activities, crime characteristics, names and associates
  • Analyze criminal activity to make projections of where crime can be expected to occur
  • Perform tactical, investigative, criminal intelligence, regional and administrative crime analysis
  • Conduct video analysis
  • Provide support to command and operations personnel in development of operational and tactical plans through analysis of crime data
  • Provide written summaries concerning the implications of the analysis work in relation to ongoing investigations and staffing patterns
  • Network and share data and information with other government entities
  • Maintain crime analysis and criminal intelligence/research function in compliance with accreditation standards and 28 Code of Federal Regulations (CFR) Part 23
  • Testify in court proceedings as needed
  • As needed, respond to major crime scenes as required by supervisor
  • Perform other related duties as required
