As a CSE Human Resources Manager, in partnership with the Unit Administrator, you will guide and manage all department HR activities and enhance practices that ensure compliance with University and College policies as well as ensure we are aligned with state and federal laws while providing a high level of clarity and consistency. This will guarantee our support of CSE’s mission to strive for excellence and provide our best service to all. Areas of responsibility include but are not limited to the integration of tenure-track faculty, Lecturers, research faculty, regular staff, GSRA’s, GSI’s, student temporary employees, adjunct and visiting faculty, Research Fellows, Visiting Scholars and non-student temporary employees into the University and the CSE systems and community. Providing comprehensive HR consultation to leadership and colleagues while considering the full life cycle of academic life. This will be accomplished by communicating and working with the appropriate offices to create and maintain the most efficient and inclusive work flow as possible.

REQUIRED QUALIFICATIONS*

  • Bachelor’s degree in human resources, business, or a related field and 8+ years of related human resources or supervisory experience, or an equivalent amount of experience and education at the University of Michigan.
  • Familiarity with visa options available for use in the University setting.
  • Experience with policies and processes related to faculty, staff and student employment at the UM.
  • Demonstrated ability to triage and prioritize work in an efficient way which ensures timely resolution of issues impacting pay and benefits.
  • Proven record of highly regarded customer service attitude.
  • Demonstrated success in building positive and effective relationships and partnerships with leadership, managers and employees.
  • Demonstrated ability to exercise discretion and handle sensitive and confidential information.
  • Working knowledge of business, finance, human resources practices and relevant Federal and State labor and employment laws.
  • Demonstrated ability to enhance process efficiency and effectiveness through continuous improvement practices and other initiatives.
  • Experience using UM data enterprise systems to complete transactions, analyze data and build reports in support of driving decisions as well as onboarding and off-boarding; WolverineAccess, Business Objects, and Tableau.

DESIRED QUALIFICATIONS*

  • Proven success working in a team environment to manage projects and overall workload demonstrating strong organizational, critical thinking, and time-management skills with critical attention to detail and accuracy.
  • Knowledge of UM and CoE practices and policies related to employment and immigration.
  • Proficiency in HR PeopleSoft, Google Suite and Drive, HRMS queries, Business Objects for ad-hoc queries.
  • Proven ability to encourage and achieve excellent customer service delivery from team members.
  • Demonstrated experience in effective communication with ability to deliver consistent and clear message to a diverse group with differing perspectives or roles in process.
  • Knowledgeable with demonstrated experience in working with a large research intensive unit and understanding of HR issues specific to sponsored research.
  • Experience working with employment-based, visitor and business/tourist visas.
  • Knowledgeable about the fundamentals of organizational budgets and finances, especially how HR status changes and data impact financial health.
  • Experience working with LEO and GEO collective bargaining agreements.

Responsibilities:

  • Lead the CSE HR team, manage HR processes, and provide customer HR guidance and advice to all faculty, staff, student employees (GSAs, student temps, work-study), visiting scholars, and temporary hourly employees, including but not limited to recruiting, determining work eligibility and preparing paperwork for appropriate visa sponsorship, hiring and onboarding, introducing and engaging various central offices and campus resources, reviewing classifications and compensation, identifying need and appropriateness of appointment extensions or modifications, leaves, advising on performance management, off-boarding, etc.
  • Supervise HR team (administrative direct reports and functional reports) and coach team members on a regular basis in addition to conducting (or providing input for functional reports) regular formal performance reviews; Understand, project and monitor periods of peak transaction processing activity and adjust projects and distribution of work load as appropriate.
  • Liaise with College of Engineering (CoE) administrative offices and central service units to ensure compliance and coordinate guidance and resolutions for customers on all areas related to human resources and immigration related to employment.
  • Advise, consult and make recommendations on compensation and job classifications on requests for reclassifications, equity requests, and postings/offers; routinely research and review job descriptions to ensure correct classifications; manage salary setting models for consistency and accuracy.
  • Partner with CSE Research Administrators and CSE Graduate Financial Specialist to ensure fulfillment of funding commitments, processing, and communicating timely to best support graduate student life cycle.
  • Partner with CSE Senior Associate Chair to define course support levels and hiring (all course support staff) to ensure compliance with LEO and GEO collective bargaining agreements; Develop and lead departmental training session for new student support staff; oversee the review of student teaching evaluations and preparation of performance letters, and subsequent identification of annual award winners and award ceremony.
  • Manage CSE Visitor program to ensure appropriate visa sponsorship, timely processing, compliance to federal and UM/ CoE/ CSE policies, on-site or remote resources available, onboarding for quick integration to CSE research and community, off-boarding, and compile data on successful visitor affiliations and benefits to CSE.
  • Look for new ways to streamline work and identify processes and policies at the U level that can be modified to enhance the HR work.
  • Monitor CSE HR practices for compliance with Internal Controls, University/College policies/procedures, and federal/state laws.
  • Regularly advise and communicate staff, faculty, supervisors, and students on HR policies and procedures.
  • Monitor fiscal year and academic term effort certification and EVerify processes and ensure timely compliance being able to understand HR complexities associated with sponsored research.
  • Ensure proper separation of duties is maintained and conflicts of interest are mitigated.
